In compliance with the Americans with Disabilities Act (ADA) of 1990, auxiliary hearing aids, sign
language translation, and Braille transcripts are available upon request. Assisted listening devices
are available same-day upon request. The City Clerk’ office should be notified 72 hours (three
business days) or as soon as practicable for requests regarding sign language translation and
Braille transcription services. All documents related to open session items on this agenda that are
received less than 72 hours prior to this meeting, and are public records, will be available for review
in the Office of the City Clerk, 613 E. Broadway, RM 110, Glendale, CA 91206.
Translation services are provided for meetings through the use of bilingual staff for speakers who

STREET VACATION CASE No. 191V
PROJECT DESCRIPTION
Request to vacate a portion of the southeast corner of Jackson Street & California Avenue
in conjunction with an 11-unit density bonus housing project approved by the City Council
on August 15, 2023, following an appeal from the Planning Commission’s decision
(appealed from the Planning Hearing Officer decision) approving the case.
ENVIRONMENTAL DETERMINATION
This Project is categorically exempt from further review under the California Environmental
Quality Act (CEQA), as it qualifies as a Class 32 In-Fill Development Project per CEQA
Guidelines Section 15332, because the Project is consistent with the General Plan and
Zoning Code; occurs within city limits on a project site of less than five acres surrounded by
urban uses; is on a site with no value as habitat for endangered, rare or threatened
species; upon approval would not result in any significant impacts relating to traffic, noise,
air quality, or water quality; and can be adequately served by all required utilities and public
services.

PROJECT DESCRIPTION
The Planning Commission will make a recommendation to the City Council regarding
proposed amendments to Title 30 of the Glendale Municipal Code, 1995 (Zoning Code
Amendment), relating generally to standards for design review, entitlement processes,
parking requirements for certain uses, and miscellaneous zoning code cleanups. (Zoning
Code Amendment Case No. PZC-0004-2023)
ENVIRONMENTAL DETERMINATION

The proposed amendments to the Zoning Code are exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15061(b)(3) and
15305 because the project involves minor changes to land use regulations which do not
result in any changes in land use or density, and because there is no possibility that the
project may have a significant effect on the environment.
