AGENDA SPECIAL MEETING: GLENDALE CITY COUNCIL COUNCIL CHAMBERS 613 E. Broadway, 2nd Floor Glendale, CA 91206 Meetings are broadcast live on Glendale TV, viewable on Spectrum Cable, channel 6, and AT&T U- verse, channel 99. Meetings are also streamed live in high definition (HD) on the city's webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, and Amazon Fire devices using a free app called Screenweave and choosing “Glendale TV” from the menu. Meetings are also archived on the City Website for viewing anytime at glendaleca.gov/agendas. Call (818) 548-4013 for program schedules. DVDs of the proceedings are available for purchase in the City Clerk's Office. For public comments and questions during the meeting, call (818) 937-8100. Public comments on a specific agenda item will be taken when that agenda item is discussed. Community Development, re: Parklet Design and Installation for Downtown Glendale and Al Fresco Dining Program Guidelines for Private Parking Lots a. Motion approving parklet design for Downtown Glendale b. Resolution to dispense with competitive bidding and authorizing the Purchasing Administrator to issue a Purchase Order/Service Authorization in an amount not-to exceed $400,000 with VX Design Solutions for the fabrication and installation of parklets in Downtown Glendale c. Motion providing staff direction regarding Al Fresco Dining Program for Private Parking Lots d. Resolution of Appropriation in the amount of $146,000 2. City Attorney, re: Revisions to Nomination and Selection Process for Boards and Commissions; Term Limits for Members of Boards and Commissions; Addition of Youth Commissioners to Arts & Culture Commission, Parks, Recreation & Community Services Commission, and Transportation & Parking Commission a. Introduction of Ordinance Amending Glendale Municipal Code Pertaining to Term Limits for Boards and Commissions and Youth Commissioners b. Resolution Amending the Recruitment and Selection Process for Appointment of Individuals to Boards and Commissions c. Community Services and Parks, re: Contract for Preparation of Design and Construction Documents for a Dog Park at Parking Lot 11, and a Feasibility Study of a Dog Park at Palmer Park, Brand Park, and Glendale Community College - Garfield Campus a. Motion authorizing the City Manager, or a designee, to enter into and execute a Professional Services Agreement (PSA) with RJM Design Group, Inc. in the amount of $275,500 plus a 10 percent contingency of $27,550, for a total PSA amount not to exceed $303,050, to provide landscape architectural professional services for the design of a Dog Park at Parking Lot 11 and to conduct a Feasibility Study of a Dog Park at three (3) locations: Palmer Park, Brand Park, and Glendale Community College - Garfield Campus b.
