CALL TO ORDER – 6:00 PM Mayor Habib called the meeting to order at 6:00 pm. II. INVOCATION/PLEDGE OF ALLEGIANCE Pastor Jeff Lippard, Worship Center, said the invocation. III. GENERAL PUBLIC COMMENTS: Note: All comments sent to the City Clerk by 12:00 noon, via US Mail or Email, on the date of this meeting, were forwarded to City Council. Mayor Habib recognized Kevin Patterson, a resident at 446 Indigo Road, who stated his concerns about safety and that he contacted the South Carolina Department of Transportation (SCDOT) about repairing a portion of the sidewalk at Fairfax subdivision, the button for the crosswalk signals at Lowe’s and the one on Crowfield Boulevard is not working. He also stated is concerns about a home that backs up to Plantation North Boulevard wherein the fence is partially down. He stated the homeowner drives over the Hiker/Biker Trail with his truck and parks in his back yard on a daily basis. Mayor Habib stated his staff would certainly look into the issues stated, and the City was working hard to provide connectivity with trails throughout the City. IV. APPROVAL OF MINUTES City Council Meeting – May 13, 2025 Special City Council Meeting – May 27, 2025 – 5:00 pm City Council Workshop – May 27, 2025 – 5:30 pm Motion to Approve: Councilmember Enos-Sims; Mayor Pro-Tem Green-Fletcher Discussion: None. Motion Carried: All ayes. V. PRESENTATIONS & PROCLAMATIONS 1 a. Proclamation – National HIV Testing Day – June 27, 2025 Mayor Habib stated Mr. John Matthews, NAACP, was not able to be present as he had a funeral to attend. Mayor Habib read the proclamation. VI. NEW BUSINESS & PUBLIC HEARINGS a. AN ORDINANCE PURSUANT TO TITLE 5, CHAPTER 3, SECTION 5-3-150, SUBSECTION 3, OF THE CODE OF LAWS OF SOUTH CAROLINA, 1976, AS AMENDED, TO ANNEX THE AREA IDENTIFIED AS TMS 244- 01-04-023 LOCATED ON LINDY CREEK ROAD, INTO THE CITY OF GOOSE CREEK, A SOUTH CAROLINA MUNICIPAL CORPORATION (Introduction and First Reading of a Public Hearing) Jennifer Cyran, a resident at 221 Lindy Creek Road, stated her concerns for more flooding should there be more development of property on Lindy Creek Road. Anthony Rocco, Vice President of Land Acquisitions for Stanely Martin Homes, pointed out his company agreed to a compromise with the City regarding the proposed annexation of another parcel to Conservation. Motion to Approve: Councilmember Tekac; Councilmember Harmon Discussion/Comments: Councilmember McSwain inquired exactly where the three (3) acres are in correlation to Ms. Cryan’s property. Ms. Cryan stated she was downhill from the property. Mayor Habib stated there is a tradeoff that creates more conservation open space and City Council worked hard with the developer to conserve more of the land. Mayor Habib explained some of the history with stormwater and stated developers today are required to retain water, through retention ponds and storm drains, in order to prevent flooding. He stated after speaking with engineers, stormwater managers, civil engineers and everyone in that area of expertise in the Charleston metro area, flooding comes from a lack of maintenance of a stormwater system. It does not come from the development of land and this is because of the new engineering standards we have to live by in 2025. He stated he would share Ms. Cryan’s photos with SC Department of Transportation (SCDOT) that can probably assist with her current concerns. Motion Carried: All ayes b. AN ORDINANCE AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF GOOSE CREEK, SOUTH CAROLINA, FROM CONSERVATION (C) TO RESIDENTIAL SINGLE-FAMILY (RSF) -TMS# 244-01-04-018 (200 LINDY CREEK ROAD) (Introduction and First Reading of a Public Hearing) Ms. Jennifer Cryan stated her position remained the same with regard to her comments under the previous public hearing. Mayor Habib thanked her for her comments. Motion to Approve: Councilmember Enos-Sims; Councilmember Cox Discussion/Comments: Councilmember Enos-Sims stated she would like to add that within the agenda packet, there are documents wherein anyone can go through and see all of the City’s zoning and coding. Mayor Habib stated with the regulations in the City requiring green space as part of the project and with today’s stormwater requirements, he does not believe the development of the proposed property will impact Ms. Cryan, but he would speak with SCDOT to address her current concerns. Motion Carried: All ayes c. AN ORDINANCE TO AMEND TITLE XV: LAND USAGE, CHAPTER 151: ZONING, SECTION THREE: ZONING DISTRICTS REGARDING THE FLEXIBLE REVIEW DISTRICT (FRD)(Introduction and First Reading of a Public Hearing) Mayor Habib stated before City Council was a proposed Ordinance that needed to be updated with some changes in the language. There were no comments from the public. Motion to Approve: Councilmember McSwain; Councilmember Tekac 2 Discussion/Comments: None. Motion Carried: All ayes VIII. CITY ADMINISTRATOR’S REPORT a. Approval of Settlement Agreement (All-Star Storage) Natalie Zeigler stated she was seeking approval for a settlement agreement with All Star Storage so they can expand on their current site with the buffers in place, as discussed and shown to City Council at their recent City Council Workshop. Motion to Approve: Councilmember McSwain; Councilmember Enos-Sims Discussion/Comments: Mayor Habib explained there were some things the City did not want that All-Star Storage wanted to do and in the end, there was a compromise. Motion Carried: All ayes b. Approval of Creek Collective Rental Fees Natalie Zeigler stated she was seeking approval for Creek Collective Rental Fees as discussed and reviewed with City Council at their recent workshop. Motion to Approve: Councilmember Cox; Councilmember Green-Fletcher Discussion/Comments: None. Motion Carried: All ayes c. Repairs to Fire Station HQ Concrete Pads Natalie Zeigler stated she was seeking approval in the amount of $49,455.17, to repair the concrete pads at the Fire Station Headquarters. She stated there was a five (5) year warranty and the City would be required to maintain the concrete pads after the warranty expires. Motion to Approve: Councilmember Enos-Sims; Councilmember Tekac Discussion/Comments: None. Motion Carried: All ayes IX. MAYOR’S REPORT Mayor Habib made the following announcements: The City recently took a request from a young man, around the age of 12 or 13, by the name of Johnny Plotke, who wrote to him about a month ago asking if we would put in a chess table at Central Creek Park. So, the City put in a chess table, and he had the pleasure of recently playing him in a few games of chess. He stated the City recently broke ground on our new Fire Station IV at Carnes. The City also recently opened the new Creek Collective, and it is now open from 9:00 am to 1:00 pm on Tuesdays, 1:00 pm to 5:00 pm on Thursdays, and 9:00 am to 1:00 pm on Saturdays. The City is again giving residents the opportunity to purchase a Veterans Brick to be displayed permanently at John McCants Veterans Park. Bricks are $125 and can only be purchased online. He stated the City does not make any money from the sale of the bricks. The sale will continue until Aug. 8, and the purchased bricks will be engraved onsite this fall. Watch our social media pages for the Veterans Banner sale, which will also be beginning soon. Registration is underway for the 2025 Goose Creek City Amateur Golf Tournaments at Crowfield. The City Amateur, Women’s City Amateur, and Senior’s tournaments will all be played July 18-20. Visit Crowfield Golf online or our Crowfield Facebook page for a link to sign up for these great tournaments. A huge shoutout was given to Coach Brittany LaRoche and the City Gymnastics program, which has made it to Phase 2 of the Post and Courier’s 2025 Charleston Choice Awards. Visit our Recreation Facebook page for instructions on how to vote for our award-winning gymnastics program. The City Pool is open for the summer. Daily passes are available for $3, and seasonal passes are also available. Drop by the pool or call for details. Goose Creek Recreation’s 12-and-under All Star softball tournament is going on now at Felkel Field. Check 3 out the Recreation Facebook page for all of the times and brackets, and good luck to all of our All Stars who are competing this week, including the baseball all stars who are competing in Moncks Corner. Goose Creek Recreation Football Registration is underway now through June 25. See Facebook for more details on this, as well as details of other fun, upcoming Recreation Activities and classes. Calling all gamers and gaming enthusiasts: “Geeks in the Creek” takes place from 5:00 pm to 8:30 pm this Friday, June 13, at Central Creek Park. There will be live game demos, vendors, and video game truck and much more. The Goose Creek Police Department’s next Crime Prevention Meeting is set for 6:30 pm on Tuesday, June 17, at the GCPD Training Room. Everyone is invited to attend. Tickets are still available for our next Creekapalooza concert at the Daning Amphitheater on June 21. Doors open at 5:00 pm for a Tribute to the Music of Taylor Swift, and the show starts at 7:00. Tickets must be reserved on Eventbrite, and that link can be found on the City or Recreation Facebook pages and website. The Central Creek Farmers Market returns on Wednesday, June 18, as well as Wednesday, July 2 at Central Creek Park. Also, check out our Recreation Facebook page for information on the upcoming July 16 farmers market, which will feature kid entrepreneurs in addition to our regular vendors. The Goose Creek NAACP will join Goose Creek Recreation and the Cultural Arts Commission to co-host the 3rd Annual Juneteenth Youth Summit at the Recreation Complex. The event is set for 10:00 am to 2:00 pm on Saturday, June 28, and everyone is invited. The very first Shakespeare in the Park comes to the Daning Amphitheater at 6:30 pm on Saturday, June 28, with A Midsummer Night’s Dream. Fabulous Fourth in the Creek: Friday, July 4, at 6:30 pm with a fireworks show at sunset. Bring the family to the best Fourth of July celebration in the country. The Police Department’s 7th Annual Hot Pursuit will be on Saturday, June 14, and all proceeds go toward Shop with a Cop.
