The meeting was called to order at 8:32 AM by Chair Guillermo Cisneros

1. Approval of Invoices Documenting Eligible Expenses for CWD 111 Lyon, LLC
Redevelopment Project at 111 Lyon Street NW / 200 Monroe Avenue NW
Jonathan Klooster explained the process of this project that was previously approved by
this body now returns upon project completion with invoices documenting eligible
activities for reimbursement. Sam Cummings presented the results of Phase 1 and
answered questions.

LLC Redevelopment Project at 111 Lyon Street NW / 200 Monroe Avenue NW.

Mr. Klooster presented the report.

3. Approval of Administration and Local Brownfield Revolving Fund Policy
Amendments, and accepting applications under the Housing Tax Increment Finance
Program
Mr. Klooster presented the recommendation of the staff and the subcommittee’s work in
the agenda packet. There is still more policy, processes, and administration to be
further developed for the housing aspect of the new legislation.
Motion to approve of Administration and Local Brownfield Revolving Fund Policy
Amendments, and accepting applications under the Housing Tax Increment
Finance Program.

VII. Other Business
Mr. Klooster noted there is no November meeting. Kent County is forming their own
Brownfield Authority, it does not affect/replace this board. Kim McLaughlin’s term ends
after this calendar year. Factory Yards was approved by the Michigan Strategic Fund.
VIII. Public Comment
Jan van der Woerd acknowledges the impact of this new legislation and says ICCF is
here to collaboratively help with affordable housing. Mr. Cummings explained the
difficulties of converting commercial buildings to residential.
