requested recognition as a local civic organization from the City Commission
pursuant to MCLA 432.103a(i)(ii); therefore
RESOLVED that the City Commission hereby finds that, to the best of
its knowledge, Transplant House of West Michigan, exists as a non-profit local
civic organization which conducts a major portion of its activities within the City
of Grand Rapids and, therefore, hereby officially recognizes Transplant House
of West Michigan as a local civic organization pursuant to MCLA
432.103a(i)(ii).

3. That the grant award between the City of Grand Rapids and DHS be
approved, and the Mayor is authorized to execute said agreement and
related documents upon approval as to form by the City Attorney.

for forestry work and volunteer coordinator support in an amount not to

3. That upon approval as to form by the City Attorney, the Mayor is hereby
authorized to execute the agreement.

WHEREAS:
1. The Office of the Kent County Drain Commissioner maintains multiple
drains in the City of Grand Rapids; and
2. Pursuant to Chapters 8 and 20 of the Michigan Drain Code, the City is
required to pay an established allocation of maintenance costs; therefore
RESOLVED:
1. That expenditures for the City's share of costs for maintenance of KCDC
drains in the City are authorized for FY2023 in an amount “not-to-exceed”
$75,000. Payments of invoices associated with this project shall be
charged to Code No. 1010-533-1000-8010 Drainage Improvements and
Emergency Repairs.

1. The City’s Traffic Signals division within the Mobile GR Department
identified the need to make necessary upgrades to the traffic signal located
at the intersection of Hall St. SW and Sheridan Ave. SW; and
2. It is necessary to fund the project budget for Traffic Signal Improvements at
the Intersection of Hall St. SW and Sheridan Ave. SW by transferring
previously approved budget amounts of $119,869.14 from Vital Streets and
Streets Capital Fund project accounts; therefore
RESOLVED:
That the aforesaid Budget Substitution in the amount of $119,869.14 for the
Traffic Signal Improvements at Hall St. SW and Sheridan Ave SW be approved
and the Budget Office is authorized to execute the transfer on behalf of the
City.

WHEREAS, the Grand Rapids City Commission hereby determines
that the Academy Manor Senior Residences project is qualified for, and should
be granted, the exemption from all property taxes attributable to the rent
restricted residential units occupied by low-income families and their pro-rated
share of land and improvements, as provided in the State Housing
Development Authority Act; therefore
RESOLVED:
1. That pursuant to Section 15(a) of the State Housing Development Authority
Act and Article 5, Chapter 9 of Title I of the Code of the City of Grand
Rapids, the City Commission hereby conditionally approves, subject to the
receipt of the "Notification to Local Assessor of Exemption" from the
Michigan State Housing Development Authority, an exemption from all
property taxes attributable to the rent restricted residential units occupied
by low-income families and their pro-rated share of land and
improvements, for the 3CPK Marywood 9 Limited Dividend Housing
Association, LLC, and its successors and assigns, for Unit 1 of the
Academy Manor Condominium, pending establishment of the Master Deed

2. That pursuant to Article 5, Chapter 9 of Title I of the Code of the City of
Grand Rapids, the project shall pay a service charge in the amount equal
to one percent (1%) of the annual shelter rental receipts for the rent
restricted units occupied by low-income families and their pro-rated share
of land and improvements, in addition to making an annual contribution to
the City of Grand Rapids’ Affordable Housing Fund in an amount equal to
two percent (2%) of annual shelter rent; and for that portion of the project
occupied by other than low income persons or families, shall pay a service
charge equal to the full amount of the taxes that would be paid on that
portion of the project if the project were not tax exempt, as provided by the
Michigan State Housing Development Authority Act; and
3. That pursuant to Article 5, Chapter 9 of Title I of the Code of the City of
Grand Rapids, the project shall annually file with the City Assessor before
August 1st a complete set of audited financial statements for each
previous calendar year, as requested.

1. That the City accepts a grant award in the amount of $500,000 from the
Michigan State Housing Development Authority for the Michigan Housing
Opportunities Promoting Energy Efficiency (MI-HOPE) grant program; and
2. That an agreement between the City and the Michigan State Housing
Development Authority for the Michigan Housing Opportunities Promoting
Energy Efficiency (MI-HOPE) grant program be approved, and the City
Manager or his designee is authorized to execute said agreement and any
amendments thereto in a form approved by the City Attorney; and
3. That contractual agreements and/or memoranda of understanding may be
executed with organizations to carry out activities specified in the grant
agreement, and the Mayor is authorized to execute said agreements; to
approve amendments, including extensions to periods of performance and
non-substantial project amendments; and other necessary documents
related to the grant in a form approved by the City Attorney.

WHEREAS, the Fiscal Committee has considered the attached bids;
therefore
RESOLVED that contracts be prepared between the City and the
following vendors, and that the Mayor be authorized to sign the contracts on
behalf of the City, as follows, in a form to be approved by the City Attorney:
1. Premier Aerial & Fleet Inspections
One-year term contract with two, one-year renewal options for “as-needed”
aerial equipment maintenance and repair services for the Fleet
Management Department from Premier Aerial & Fleet Inspections for an
annual “not-to-exceed” amount of $75,000.00; the estimated three-year
total amount is $225,000.00.
2. Donau Carbon US, LLC
One-year term contract with two, one-year renewal options for the
purchase and delivery of packaged powder activated carbon (PAC) for the
Lake Michigan Filtration Plant (LMFP) from Donau Carbon US LLC for an
annual “not-to-exceed” amount of $52,000.00; the estimated three-year
total amount is $156,000.00.

needed” purchase and delivery of cutting blades and components for the
Public Works Department from Kueper North America, LLC for Keuper
blades for the annual “not-to-exceed” amount of $310,000.00 (estimated
three-year total amount of $930,000.00); from MacAllister Machinery, Inc.
(dba Michigan CAT) for beveled blades for the annual “not-to-exceed”
amount of $94,000.00 (estimated three-year total amount of $282,000.00);
from Truck & Trailer Specialties for carbide inserts and plow hardware for
the annual “not-to-exceed” amount of $110,000.00 (estimated three-year
total amount of $330,000.00); and from Valk Manufacturing for beveled
blades for an annual “not-to-exceed” amount of $82,000.00 (estimated
three-year total amount of $246,000.00).
4. Broadmoor Products, Inc.
One-year term contract with two, one-year renewal options for chemical
treatment services of boiler and water systems at various facilities for the
Facilities Management, Parks & Recreation, and Water Departments from
Broadmoor Products, Inc. for an annual “not-to-exceed” amount of
$60,000.00; the estimated three-year total amount is $180,000.00.

FURTHER RESOLVED that the Purchasing Agent be authorized to
proceed with awards to the following vendors:
5. Fredrickson Supply
Service repairs for damage to a CNG (compressed natural gas) refuse
truck for the Fleet Management Dpeartment from Fredrickson Supply for a
total “not-to-exceed” amount of $96,000.00; this amount represents the
$80,000.00 repair quote and a 20% contingency amount of $16,000.00.
6. Language Line Solutions
Increase to the annual amount contract of $26,400.00, for a new “not-to-
exceed” annual amount of $92,400.00, for “as-needed” mobile and
telephone interpreter services and support for the Grand Rapids Police
Department and 61st District Court from Language Line Solutions.
7. Ferguson Enterprises
Increase to the annual amount contract of $15,000.00, for a new “not-to-
exceed” annual amount of $33,000.00, for “as-needed” Original Equipment
Manufacturer (O.E.M.) Tyler Union Ductile Iron fittings for the Water
Department from Ferguson Enterprises (dba Ferguson Waterworks).
8. Signature Ford-Lincoln
Cooperative purchase through the State of Michigan MiDEAL Contract
#071-B7700180 for the purchase of five (5) 2023 Ford Escape AWD hybrid
vehicles for the Fleet Management Department from Signature Ford-
Lincoln (dba Owosso Motors, Inc.) for the total amount of $176,230.00.
9. KMW Acquisition, LLC
Cooperative purchase through Sourcewell contract #031121-KBA for the
purchase of an Original Equipment Manufacturer (O.E.M.) Kubota utility
vehicle with snowplow for the Fleet Management Department from KWM
Acquisitions, LLC (dba Wolf Kubota) for the total amount of $27,950.12.
10. Graybar Electric
Purchase of seven (7) Shakespeare fiberglass utility poles from Graybar
Electric for the total amount of $28,225.82.

WHEREAS:
1. The City of Grand Rapids (“City”) and the State Land Bank Authority
(SLBA) entered into that certain Land Banking Agreement (the
“Agreement”) approved by the City Commission on October 8, 2019
(Proceeding 89277) and dated as of December 19, 2019; and
2. Pursuant to the Agreement, the City and SLBA work cooperatively to
manage, maintain and dispose of real property located in the City; and
3. On October June 21, 2022 the City Commission approved City
Commission Policy 900-63 (the “Policy”) (Proceeding 91815) which, among
other things, sets forth the timelines, objectives, processes, and
procedures for preparing property for sale, considering proposals for
purchase, and facilitating disposition of property owned by the SLBA
pursuant to the Agreement; and
4. Applications have been submitted for the properties listed below and have
been reviewed according to the Policy; and
5. Staff review has determined that the applications are consistent with the
requirements of the Policy and the applicants listed below are eligible and
qualified to obtain an option to purchase the property(ies) for which they
have applied; therefore
RESOLVED:
1. That City authorizes the SLBA to enter into option agreements with the
following individuals or entities for the specific properties listed below,
which properties are subject to the Agreement, providing the prospective
purchaser with a 12-month option period in which to finalize and evidence
their ability to undertake the project defined in its application:

1. The City Commission previously approved the Brownfield Plan (the "Plan")
of the City of Grand Rapids Brownfield Redevelopment Authority (the
"Authority") December 22, 1998, pursuant to the Brownfield
Redevelopment Financing Act, Act 381 of the Public Acts of Michigan of
1996, as amended, MCL 125.2651 et seq; and
2. The Authority has pursuant to Act 381 approved and recommended an
amendment of the Plan for the Boston Square Community Hub
Redevelopment Project (the "Project") identified therein (the
"Amendment"); and
3. Before considering approval of the Amendment the City Commission must
hold a public hearing in accordance with Act 381; therefore
RESOLVED:
1. That a public hearing be held to consider the Amendment to the Plan of the
Authority; and
2. That the public hearing be held on Tuesday, November 15, 2022, at 7:00
p.m., on the 9th floor of City Hall at 300 Monroe Ave N.W., in the City of
Grand Rapids; and
3. That the City Clerk give or cause to be given public notice of the hearing in
accordance with Act 381; and

4. That, in accordance with the provisions of Act 381, the City Clerk give or
cause to be given notice of the public hearing to each of the taxing
jurisdictions that levy taxes on property included in the Project subject to
capture under Act 381; and

Office of the City located on the 9th Floor of City Hall, 300 Monroe Avenue,
N.W., in the City for public examination and inspection; and
6. That all resolutions or parts of resolutions in conflict herewith shall be and
the same are hereby rescinded.

1. That the aforesaid Construction Agreement between the City of Grand
Rapids, and Immaculate Heart of Mary Parish, Grand Rapids (Developer)
be approved and that, upon approval as to form by the City Attorney, the
Mayor and City Clerk be authorized to execute said Agreement on behalf
of the City; and
2. That the City accept a Public Utilities Easement for the construction and
maintenance of public utilities from the following property owner for the
nominal considerations as noted, which were paid by the developer:

the engineer’s estimate, prepared by Ghafari Associates (Ghafari), is $325,000;
therefore
RESOLVED:
1. That the bid of Pride be accepted and that, upon approval as to form by the
City Attorney, the Mayor and City Clerk be authorized to execute the
contract documents for the Project on behalf of the City.
2. That total expenditures for the Project be authorized in an amount “not-to-
exceed” $896,000 which includes the costs of the construction contract,
previously authorized preliminary and final design phase services by
Ghafari, construction phase services including inspection by Ghafari,
testing, administration, and contingencies. Said amount of $896,000 to be
charged to the applicable codes currently defined as follows: $250,000 to
Code No. 4010-751-9000-9880-401020021 and $646,000 to the applicable
Parks Millage code.
3. That the City Comptroller is hereby authorized and directed to make
payment, in amounts and to said payees, as the City Engineer or his
designee requests in connection with the Project.

Rapids, MI 49503, Kent County, has submitted an application for a license
under Section 521a(1)(b) of the Act; and
3. Nagoya Japanese Restaurant has supplied information with their
application which supports the required stipulations of the Act; and
4. The City Assessor has submitted an affidavit stating the total amount of
public and private investment in real and personal property within the
Downtown Development District is in excess of $200,000 over the
preceding five (5) year time period; and
5. The Downtown Development Authority is pending approval of the issuance
of a Development District Liquor License at 16 Monroe St. NE Suite 200,

Each of the foregoing salary ranges shall consist of a minimum rate, which is
the lowest amount in the columns opposite the range number; a maximum rate,
which is the highest amount in the columns opposite the range number; and
intermediate steps, which are stated in the columns between the minimum and
the maximum.
Section 1.3. The hourly rates of compensation accompanying the
annual salary rates prescribed in Section 1, are equal to the annual salary rate
divided by 2080 hours.
Section 2. No employee shall be paid at a rate lower than the
minimum or higher than the maximum rate of compensation in the salary range
established by Sections 1, 1.1 and 1.2 for the class to which their position has
been allocated, provided that any employee who upon the adoption of this
Ordinance is receiving a rate of compensation higher than the maximum rate
herein established for their position shall receive the rate of compensation now
in effect and subsequent generally applied increases.

Supervisory, and Executive Level classifications shall be paid within the range

Adjournment To close the meeting.
Adopt To accept or approve; i.e., an ordinance, a resolution, a motion, etc.
Amend To modify; i.e., an ordinance, a resolution, a motion, etc.
Call to Order Formal opening of a meeting.
City Charter Legal document establishing a municipality (city).
City Commission Local form of government consisting of the Mayor and six Commissioners.
City Officers Includes: Mayor, President of the City Commission, City Manager, City Attorney,
City Treasurer, and City Clerk.
Consent Agenda Matters listed as Consent Agenda items are considered to be routine or matters
of unanimous consent by the City Commission. There will be no separate
discussion of these matters, and they will be enacted by one motion.
Executive Session A meeting in which the proceedings are of a confidential nature. Only members
and invited guests may attend, and all are honor-bound to maintain
confidentiality.
Motion A proposal that the Commissioners take a specific action or stand on an item
being presented to the City Commission.
Ordinance A piece of legislation enacted by a municipal authority.
Postpone A motion to postpone is made if the City Commission needs more time to make
a decision. A postponement cannot go beyond the next session.
Quorum Number of voting members who must be present in order that business can be
legally transacted.
Recess Short intermission within a meeting.
Recognize / Obtain the Floor Acknowledgement by the presiding officer of the City Commission that a
member has the right to address the assembly.
Rescind (Repeal) Allows the City Commission to repeal an action previously taken; i.e.,
ordinances, etc.
Resolution A decision by the City Commission to do or not to do something.
Robert’s Rules of Order A guide to fair and orderly meeting procedures.
Suspend the Rules This motion is used when the City Commission wants to do something that
violates its own rules. The motion does not apply to an organization’s bylaws,
local, state, or national law; or fundamental principles of parlia-mentary law. An
appropriate suspension of the rules, used on occasion by the City Commission,
would be a motion to change the agenda.
Table, Lay on the This motion puts aside an item, and everything adhering to it, currently being
presented to the City Commission. The item remains “on the table” until taken
off.
Table, Take (Remove) from the The motion to Take from the Table is used when the City Commission wants to
continue considering a motion that was Laid on the Table earlier in the present
session or in the previous session of the City Commission. When a motion is
Taken from the Table, it has everything adhering to it exactly as it was when it
was Laid on the Table.
