and Grand Valley State University approved a contract to utilize the Grand
Rapids Police Department Communications Center for all emergency

safety services within the City of Grand Rapids; and
2. It is mutually beneficial to approve an amendment to the interlocal
agreement with Grand Valley State University from July 1, 2023 through
June 30, 2026 at an agreed upon annual rate paid to the Grand Rapids
Police Department; and
3. Upon approval as to form by the City Attorney, the Mayor and City Clerk
are hereby authorized to execute said amendment on behalf of the City.

recognition as a local civic organization from the City Commission pursuant to
MCLA 432.103a(i)(ii); therefore
RESOLVED that the City Commission hereby finds that, to the best of
its knowledge, Taylor Made Re-Entry exists as a non-profit local civic
organization which conducts a major portion of its activities within the City of
Grand Rapids and, therefore, hereby officially recognizes Taylor Made Re-
Entry as a local civic organization pursuant to MCLA 432.103a(i)(ii).

WHEREAS:
1. Grand Valley State University (“GVSU”) has made voluntary payments
since 2014 for its residential property in Belknap Lookout Neighborhood
(“GVSU’s Belknap Property”); and
2. The Neighbors of Belknap Lookout (“NOBL”) is the recognized
neighborhood association for the Belknap Lookout Neighborhood (the

“Neighborhood”); and
3. On February 9, 2016, the Grand Rapids City Commission adopted a
resolution (proceeding number 85392) approving an Initial Memorandum of
Understanding (IMOU) between GVSU and the City. The IMOU set forth
the relationship between GVSU and the City and included a provision
regarding a voluntary payment by GVSU for property it owns in the NOBL
neighborhood; and
4. The amount of the voluntary payment (PILOT) by GVSU for 2021 is
$14,620.24 and is to be used by NOBL for improvements in the Belknap
Lookout Neighborhood”.
RESOLVED:
1. That the City Commission authorizes the payment of $ $14,620.24 to
NOBL according to the IMOU dated February 9, 2016, for the projects
approved by the NOBL/GVSU/City Work Group; and
2. That the Comptroller is hereby authorized and directed to issue payments
consistent with this resolution.

agreements, memoranda of understanding, other documents, and
amendments, as necessary, related to implementation of the GRow1000 Youth

City in a form to be approved by the City Attorney.

1. The City’s Mobile GR and Parking Services Department has managed
operations of the Grand Rapids Public Museum (GRPM) parking facility for
over a decade; and
2. In 2020, the City’s Mobile GR and Parking Services Department and the
GRPM extended the agreement for three-years; and
3. The City’s Mobile GR and Parking Services Department and the GRPM are
attempting to extend the agreement for an additional three-years; therefore
RESOLVED:
1. That the Grand Rapids Public Museum (GRPM) controls a parking facility
to the west and adjacent to the Grand Rapids Public Museum; and
2. That the City's Mobile GR and Parking Services Department currently
operates and manages the GRPM parking facility; and
3. That the GRPM desires to have the City's Mobile GR and Parking Service
Department continue to operate and manage the GRPM parking facility;
and
4. That the City and the GRPM have agreed to extend the agreement for an
additional three-years, beginning on July 1, 2023; and
5. That the GRPM agrees to pay the City’s Mobile GR and Parking Services
Department a management fee not-to-exceed $16,980; and
6. That the Mayor and City Clerk are hereby authorized to execute the GRPM
Parking Operation and Maintenance agreement as to form by the City
Attorney.

WHEREAS:
1. The Grand Rapids-Kent County Convention Arena Authority (the "CAA")

controls 660 parking spaces in the lower level of DeVos Place (the
"Parking Spaces"); and
2. That the City's Mobile GR and Parking Services Department operates and
manages a public parking system within the City; and
3. That the City and the CAA have agreed to enter into a renewal agreement
setting forth the terms and conditions for operating the Parking Spaces;
and
4. That the CAA desires to have the City's Mobile GR and Parking Services
Department operate the Parking Spaces and the City is willing through its
Mobile GR and Parking Services Department to provide such services for a
three year term beginning July 1, 2023, and ending June 30, 2026;
RESOLVED:
1. That a 3-year Agreement from July 1, 2023, through June 30, 2026, between
the City and the Kent County Convention Arena Authority is approved and
the Mayor is authorized to execute said agreement upon approval as to
form by the City Attorney; and
2. That all resolutions or parts of resolutions in conflict herewith shall be, and
the same are, rescinded.

WHEREAS:
1. Kent County controls a surface parking facility at 601 Ottawa Ave NW; and
2. The City’s Mobile GR and Parking Services Department has managed
operations of the Kent County 601 Ottawa surface parking facility since
2020; and
3. Kent County desires to have the City's Mobile GR and Parking Service
Department continue to operate and manage the 601 Ottawa surface
parking facility; and
4. The City’s Mobile GR Department and Kent County are attempting to
extend the agreement for a new three-year term with modifications made to
the terms of use of the parking; therefore
RESOLVED:
1. That the City and Kent County have agreed to modify and renew the
agreement for an additional three-years, beginning on July 1, 2023; and
2. That the 601 Ottawa surface parking facility be utilized for monthly parking
at a rate of $58.00 per month; and

3. That Kent County agrees to pay the City’s Mobile GR and Parking Services
Department a management fee not-to-exceed $3,000; and
4. That the Mayor and City Clerk are hereby authorized to execute the Kent
County Parking Operation and Maintenance agreement upon approval as
to form by the City Attorney.

WHEREAS:
1. A Vital Streets project along Division Avenue between Fulton Street and
Michigan Street is currently in Design with anticipated construction to occur
in calendar year 2025. Due to limited funding when the projection scope
was created, the intersections of Division with Lyon and Monroe Center
were not included in the Vital Streets Capital Plan; and
2. The modernization of these two intersections would provide safety benefits
at all signalized intersections within the project limits and leave a complete
and consistent set of improvements within the limits; and
3. It is necessary to supplement the project budget for Division Street Signal
Modernization by transferring previously approved budget amounts of
$680,000 from Streets – Capital Projects Fund Project account; therefore
RESOLVED:
1. That the aforesaid Budget Substitution in the amount of $680,000 for
Division Street Signal Modernization be approved and the Budget Office is
authorized to execute the transfer on behalf of the City.

WHEREAS:
1. The City’s Engineering Department in conjunction with the Mobile GR
Department has procured for services for the following project:
Wedge Lot Redesign; and
2. It is necessary to fund the project budget by transferring a previously
approved budget amount of $380,196.62 from the Parking Expansion
capital project accounts; therefore
RESOLVED:
1. That the aforesaid Budget Substitution in the amount of $380,196.62 for
the Wedge Lot Redesign be approved and the Budget Office is authorized
to execute the transfer on behalf of the City.

WHEREAS, the Fiscal Committee has considered the attached bids;
therefore
RESOLVED that contracts be prepared between the City and the
following vendors, and that the Mayor be authorized to sign the contracts on
behalf of the City, as follows, in a form to be approved by the City Attorney:
1. Catlin Enterprises
One-year term contract with two, one-year renewal options for interior and
exterior pest control services for Citywide Departments from Catlin
Enterprises for an annual “not-to-exceed” amount of $22,000.00; the
estimated three-year total amount is $66,000.00.
2. Vigh Landscape
Shawn Sremba
One-time contract increase of $40,600.00 to the Vigh Landscape
Management contract, and $7,700.00 to the Shawn Sremba (dba Natural
Landscapes LLC) contract, due to the unanticipated amount of snow that
the City of Grand Rapids experienced this past winter.
3. Global Solutions Group, Inc.
One-year term contract with two, one-year renewal options for CISO as a
Service (CISOaaS) and network penetration and vulnerability testing
services for the Technology and Change Management Department (I.T.)
from Global Solutions Group, Inc. for the annual “not-to-exceed” amount of
$50,000.00; the estimated three-year total amount is $150,000.00.
4. MGT of America, LLC
One-year term contract with two, one-year renewal options for employee
classification and compensation study consulting services for the Human
Resources Department from MGT of America, LLC (dba MGT of America
Consulting, LLC) for a “not-to-exceed” amount of $115,000.00; the
estimated three-year total amount is $345,000.00.
5. All Lift Systems LLC
American Hoist Air & Lube Equipment
One-year term contracts with two, one-year renewal options for inspections
and “as needed” repair services for cranes and hoists for the
Water/Administration, Water/Coldbrook, Water/Lake Michigan Filtration
Plant, Fleet Management Department and Environmental Services
Department from All-Lift Systems LLC (dba Star Crane and Hoist) for an
annual “not-to-exceed” amount of $50,000.00 (estimated three-year total
amount of $150,000.00); and for the Fleet Management Department from
American Hoist Air and Lube equipment for an annual “not-to-exceed”
amount of $25,000.00 (estimated three-year total amount of $75,000.00).

6. US Security Associates
Temporary mobile patrol security services at various parks and facilities
locations, as well as for security guard services at municipal pools, during
the summer season and ending in the early fall, from US Security
Associates for a total not-to-exceed amount of $172,500.00.
7. Fifth Asset, Inc.
One-year term contract with two, one-year renewal options for continued
use of a debt, lease and technology management software solution for the
Comptrollers Department from Fifth Asset, Inc. (dba DebtBook) for the
annual not-to-exceed amounts as follows:
Year 1 06.21.2023 – 06.20.2024 $16,500
Year 2 06.21.2024 – 06.20.2025 $18,150
Year 3 06.21.2025 – 06.20.2026 $20,000
The estimated three-year total amount is $54,650.00.
FURTHER RESOLVED that the Purchasing Agent be authorized to
proceed with awards to the following vendors:
8. ABB, Inc.
Furnish and install, Original Equipment Manufacturer (O.E.M.) ABB Multilin
power meters and protection relays for the Water Resource and Recovery
Facility (WRRF) from ABB, Inc. for the total amount of $68,621.00.
9. Hillard Electric
Furnish and install, two 2500KVA pad-mount transformers for the Water
Department from Hillard Electric for the not-to-exceed amount of
$499,842.00; the not-to-exceed amount is inclusive of a 20% contingent
amount of $83,307.00 for any additional unforeseen circumstances or
additional services that may arise performing services.
D. COMMUNITY DEVELOPMENT COMMITTEE

WHEREAS:
1. The Reeds Barlow Drain (“Drain”) is an established county drain pursuant
to Chapter 20 of the Michigan Drain Code, MCL 280.1 et seq., under the
jurisdiction of the Reeds Barlow Drain Drainage Board (“Drainage Board”),
located wholly within the boundaries of the City of Grand Rapids (“City”)
and with no outstanding indebtedness or contract liability;
2. The City wishes to obtain jurisdiction and control of the Drain; and
3. The City recognizes that pursuant to Section 478 of the Drain Code, MCL
280.478, the City will assume the maintenance, jurisdiction, control, and
operation of the Drain and all costs attendant thereto.
RESOLVED:
That, pursuant to Section 478 of the Drain Code, MCL 280.478, the City hereby
authorizes the assumption of jurisdiction and control of the Drain from the
Drainage Board to the City, and that the City Mayor and City Clerk, upon
approval as to form by the City Attorney, are authorized to sign all documents
necessary to effectuate the relinquishment of jurisdiction of the Drain to the
City.

WHEREAS, art contributes to ongoing efforts to enhance the quality of
life in our city through public art and placemaking initiatives; therefore
RESOLVED:
1. That an agreement between the City of Grand Rapids and the Michigan
Department of Transportation to install a mural on MDOT infrastructure
underneath and immediately adjacent to the underpass of I-196 at Division
Avenue be hereby approved; and
2. That the Mayor and City Clerk are authorized to execute the agreement
upon approval by the City Attorney as to form.

WHEREAS the City Commission, after due and legal notice to all
interested parties, has duly met as a Board of Review for the purpose of
reviewing Special Assessment Nuisance Roll Number 8776 prepared by the
City Assessor; and

WHEREAS Special Assessment Nuisance Roll Number 8776 has been
open to review before the City Assessor for the length of time required by
Chapter 10 of the Ordinance Code of the City of Grand Rapids, the Charter of
the City of Grand Rapids, and the laws of the State
WHEREAS the City Commission, acting as such Board of Review, has
given opportunity to all persons interested in and affected by said Special
Assessment Nuisance Roll Number 8776 to appear before said Board of
Review, has carefully considered all objections and appeals made thereto; and
WHEREAS the City Commission is of the opinion that Special
Assessment Nuisance Roll Number 8776, is in all respects fair, just, and
equitable.
RESOLVED:
1. That the City Assessor be authorized and instructed to make deletions
from said Special Assessment Nuisance Roll Number 8776 in accordance
with the report from the Community Development Committee; and
2. The City Commission, sitting as a Board of Review, is satisfied with Special
Assessment Nuisance Roll Number 8776, is of the opinion that said
Special Assessment Nuisance Roll Number 8776 results in the
assessments being levied in accordance with the benefits to be derived by
such public improvements, and has caused and does hereby cause such
determination to be entered upon its minutes; and
3. Special Assessment Nuisance Roll Number 8776 as prepared by the City
Assessor and as reviewed, corrected, and changed by the City
Commission, acting as a Board of Review, is hereby ratified and confirmed;
and
4. Special Assessment Nuisance Roll Number 8776, with a certified copy of
this resolution attached to it, shall be delivered by the City Clerk to the City
Treasurer, with the warrant signed by the Mayor, commanding the City
Treasurer to collect all special assessments and fees, interest, and
penalties thereon in a manner required by Chapter 10 of the City
Ordinance Code; and
5. Said Special Assessment Nuisance Roll Number 8776 shall be billed on
July 1, 2023, with the 2023 summer real property tax bills. The bills shall
be due on July 31, 2023. In the event that any assessment shall not be
paid by the due date, the assessment shall remain a lien upon said
property and penalties shall thereafter be charged and added to said past
due assessment as prescribed by state law. The entire assessment may
be paid on or before July 31, 2023, without penalty.

WHEREAS:
1. Ronald McDonald House Charities West Michigan provides temporary
accommodations, along with food, transportation, and other amenities, to
families with children receiving care at Grand Rapids-area hospitals; and
2. The existing facility was established by Planned Unit Development in 1988,
with subsequent amendments; and
3. In 2007, the property was rezoned to NOS as recommended by the 2002
Master Plan Future Land Use Map, resulting in the use becoming non-
conforming; and
4. Ronald McDonald House now wishes to provide additional lodging capacity
and other amenities to the facility; and
5. Rezoning to a new SD-PRD (Special District-Planned Redevelopment
District) is proposed to facilitate the expansion; and
6. The Planning Commission held a public hearing on April 27, 2023 at which
time all interested persons had an opportunity to be heard.
RESOLVED:
1. That the attached ordinance amending Map 23 of Chapter 61 of Title V of
the Code of the City of Grand Rapids shall be considered for adoption by
the City Commission at its meeting of June 6, 2023; and
2. In accordance with Title V, Section 10(b) [Compiler’s Paragraph 60(b)] of
the Charter of the City of Grand Rapids, that the attached Summary of the
Ordinance be published in the official City Commission Proceedings and in
a newspaper of general circulation in the City, in lieu of publishing the full
text of the Ordinance.

ORDINANCE
The City of Grand Rapids is considering a Zoning Ordinance Amendment to
Map 23 of Chapter 61 of Title V of the City Code of Grand Rapids.
The amendment would rezone 1323 (aka 1301) Cedar Street NE to SD-PRD
(Special Districts–Planned Redevelopment District) to facilitate the expansion
of Ronald McDonald House Charities West Michigan.
The proposed Zoning Ordinance map amendment is available at the City’s

Section 1. That Map 23 of Chapter 61 of Title V of the City Code of

and payment of principal, interest, and paying agent fees on municipal
indebtedness, in accordance with Section 18 of Title V of the Charter of the City of

Public Acts of Michigan of 1917, as amended.
THE PEOPLE OF THE CITY OF GRAND RAPIDS DO ORDAIN:
Section 1.That the following constitutes the budget of the City of Grand
Rapids for Fiscal Year 2023-2024, and there is hereby appropriated, as reflected
on the appropriations ledger, for the several offices, departments, projects of the
City herein mentioned the sums set opposite the name of such offices,
departments, projects and purposes.
Section 2.That there be levied a property tax millage of 9.0325 mills on all
property subject to taxation by the municipal government of the City of Grand
Rapids and a City Income Tax, sufficient with other resources to pay the
expenses of the City government for the 2023-2024 fiscal year, the contingent
appropriation requirements, City promotional and advertising tax requirements
pursuant to Act 359, Public Acts of Michigan 1925, as amended, the payment of
principal, interest, and paying agent fees on municipal indebtedness, refuse
collection pursuant to Act 298 of the Public Acts of Michigan of 1917, as
amended, in the estimated sum of $644,036,119 which is determined to be the
total of the tax levies together with other resources required for said purposes.
Section 3. Pursuant to the provisions of Title V of the Charter, authority is
given for the transfer of operation and maintenance items appropriated to the
same departments as follows:
The City Comptroller and Deputy Comptroller are hereby authorized to transfer
money from one account to another account in the same department
appropriation upon request by a department or division head, and approval by the
Chief Financial Officer, provided that no transfer shall be made from one item
stated in Section 1 of this ordinance to another item, without express authority of
the City Commission.
Section 4. Appropriations and contracts made for the available balances
and outstanding encumbrances at fiscal year-end for grants are continued in full
force and effect and shall carry over to successive fiscal years until the grants are
completed or otherwise terminated.
Appropriations and contracts made for the available balances and outstanding
encumbrances at fiscal year-end for capital projects are continued in full force and
effect and shall carry over to successive fiscal years until the projects are

appropriations set forth in the general Annual City Budget Ordinance as may be
amended from time to time. The Comptroller’s Report shall be provided to the
City Commission, providing information regarding all warrants approved since the
date of the last report and supporting documentation.
Section 6 The City Comptroller and Deputy City Comptroller are
authorized and directed to implement all budgeted operating transfers.
Section 7. The Chief Financial Officer is authorized to execute budget
transfers at the fund group level without City Commission approval.
Section 8. The Chief Financial Officer is authorized to transfer between
capital projects without City Commission approval for the Vital Streets Fund only
as these transfers are administrative in nature.

AN ORDINANCE AMENDING SECTION 10.58 OF ARTICLE 4, CHAPTER
181, TITLE X OF THE GRAND RAPIDS CITY CODE
ORDINANCE NO. 2023 - 16
THE PEOPLE OF THE CITY OF GRAND RAPIDS DO ORDAIN:
Section 1. That Section 10.58 of Article 4, Chapter 181 of Title X of the
Code of the City of Grand Rapids be amended to read as follows:
“Section 10.58 – Operation of Meters
Whenever a vehicle is parked in the space adjacent to a parking meter, the
operator of the vehicle shall immediately deposit or cause to be deposited
a coin of the United States in the parking meter of a denomination specified
on the parking meter, and if such meter is of the so-called “manual” type,
the person depositing the coin or coins shall also place the meter in
operation by turning or pressing the lever, handle, crank, or other device
provided on the meter. Then, the parking space may be lawfully occupied
by the vehicle during the period of parking time indicated on the meter. If
the operator fails to cause a coin or coins to be deposited, or if the vehicle
is or remains parked there beyond the time limit indicated for the parking
space on the meter adjacent to the vehicle, the vehicle shall be considered
as being parked at an expired meter.
For purposes of this Section, there shall be two (2) meter districts and the
fine or penalty for an expired meter within each of these districts shall be
separately established by the City Commission. The zones are:
(1) Central City District which shall be bounded by the Downtown
Development Authority boundary, also known as the Downtown District

or Downtown Development Area No. 1, as described in Section 1.905
of Chapter 21 of the City Code. The Central City District shall include
both sides of the boundary streets and avenues as well as the entire
area within the boundary streets and avenues described therein.
(2) Non-Central City District which is the remainder of the City outside the
Central City District.”

Planned Redevelopment District) at 526 Maynard Avenue NW to incorporate a
commercial childcare center into the proposed multiple-family residential
development.
