I. Call to Order
The meeting was called to order at 12:00 PM by Chairperson Lynee Wells
PRESENT: Jones, Lunger, Wells, Winn, Monoyios, Mathis, Parkes, Rayzel, Nyenhuis,
Bennett, Kasper, Naramore, Gilles, Terpstra, Miguel-Cipriano, Anderson
ABSENT: Patton (Excused), Clark (Excused), Kampmeier (Excused)
II. Approval of Minutes
Approval of Minutes from November 3, 2022
RESULT: ACCEPTED [UNANIMOUS]

1. Resolution to Nominate Candidates and Elect Chair and Vice Chair of the Mobile
GR Commission
• Staff recommends keeping Chairperson Wells and Vice-Chair Winn on for
another term.
• Commissioners agree and no other nominations were made.
RESULT: APPROVED [UNANIMOUS]

2. 89 Monroe Center Sublease Renewal with the Grand Rapids African American
Museum and Archives
• Andrea Anderson summarizes the 89 Monroe Center GRAAMA Sublease

• Commissioner Wells asks if GRAAMA agrees to do the extension, would that

come back to the Mobile GR Commission, or would it be automatic.
• Josh Naramore responds that it would be automatic, and staff is working with
GRAAMA on transition options.
• Commissioner Parkes asks if GRAAMA have secured a future space.
• Naramore responds that they are exploring multiple options, but do not having
something secured. Naramore states that GRAAMA will have the space at 89
Monroe Center if needed, but with transition in mind this short-term lease allows
greater flexibility.
• Commissioner Parkes asks what would happen if GRAAMA needs to break the
lease early, in order to move.
• Naramore responds that the current landowner would allow for the lease to be
broken and would take over the space.
3. Mobile GR Commission Recommendations for FY24 Budget
• Erin Evenhouse summarizes the Mobile GR Commission Recommendations for
FY24 Budget action item.
• Commissioner Wells asks for clarification on the gamification elements of
transportation demand management.
• Naramore responds that while gamification itself isn’t new to transportation
demand management, the new technologies allow for a new approach to
implementing it.
• Commissioner Parkes asks if gamification could be paired with prizes or rewards.
• Evenhouse responds that staff has thought about this, and it is certainly possible.
• Commissioner Parkes adds that by helping folks track their environmental impact
it could be a good motivator when paired with gamification.

• Ken Miguel-Cipriano summarizes the Fall Parking Counts Update 2022

• Commissioner Wells asks if the data is publicly available.
• Josh Naramore responds that it is, but staff is working on making it more
