Call to Order The meeting was called to order at 12:00 PM by Vice Chair Richard Winn PRESENT: Winn, Haynes, Monoyios, Mathis, Patton, Parkes, Clark, Kampmeier, Rayzel, Robbins, Nyenhuis, Bennett, Kasper, Naramore, Gilles, Terpstra, Anderson ABSENT: Lunger (Excused), Wells (Excused), Miguel-Cipriano (Excused) II. Focus Group Debrief • Max Gilles summarizes the discussion item: Focus Group Debrief • Commissioner Clark asks if staff was satisfied with the number of participants. • Gilles responds that the smaller number of participants was by design, since having groups be too large can lead to only a few people speaking and certain individuals dominating the conversation. Having the smaller number also helps recreate the “dinner conversation” that Mobile GR was looking for. • Commissioner Clark asks if the demographic data was something staff saw ahead of time and if it was satisfactory. • Josh Naramore responds that the data was seen afterwards and compared to regional and local demographic data it was pretty close to being representative of community. • Commissioner Clark asks if there was specific information on what people were willing to pay to park and other more detailed information on how the participants would solve some of the issues they had with parking. • Gilles says that question was asked and there is quite a bit of data, on what Generated 7/28/2023 12:44 PM Mobile GR Commission Meeting Full Page 2 June 1, 2023 everyone thought would be the solution to fixing the parking issues, and while it was summarized in the key takeaways, staff has 4 hours of tape and transcript to go through to look at more specific takeaways. • Naramore adds that there was some specific interest from the participants to pay for parking ahead of time, if it reserved them a space. • Commissioner Parkes asks if there was a worry about self-selection bias and just getting opinions from folks who like to take surveys. • Gilles responds that this was of particular focus for staff, they wanted participants to be new voices and not “career focus group participants”. Only one participant had every done a focus group before, and that was really important for staff, to try to get the opinions and feedback from folks who Mobile GR had not been hearing from before. • Commissioner Monoyios asks if participants were asked if they used other modes of transportation, as that could influence their feedback. • Gilles says that was one of the questions asked, and depending on the responses the moderator would asks more specific questions such as “how often they rode the bus” or if they “were aware of the transit options into downtown”. 2. Parking Market Competitiveness Evaluation Framework • Andrea Anderson summarizes the discussion item: Parking Market Competitiveness Evaluation Framework • Commissioners give general agreement with staff on moving forward with a plan to help make parking rates more comparable with other markets. • Commissioner Robbins suggests that staff continue to use the graphics that show comparisons between the markets, as those will be effective to get the message across. Robbins also adds that having graphics or materials that commissioners could share would be very helpful also, for commissioners to help spread the information. • Commissioner Mathis comments that as a business owner it is frustrating to have a lack of availability for on-street parking on the weekend. • Commissioner Haynes asks how commissioners around the table can help staff with making these rate changes. • Naramore responds that helping bring in stakeholders to have conversations on the topic as well as helping make commissioner recommendations in the fall will be very helpful. 4.
