2. Bio-Retention Islands Maintenance Agreement with Hum Native Plantscapes
Megan Gordon presented this item and noted that the committee has reviewed this
revised proposal thoroughly and has approved the pesticide application added to the
proposal.
Motion to approve the Bio-Retention Islands maintenance agreement with Hum
Natives and Plantscapes for an amount not to exceed $4,340.

3. North Quarter CIA Street Furniture Project (CDBG Funding)
Brianna Forbes and Ms. Gordon presented this item and noted that all businesses
except the Dentist are on board with getting a bench. They are yet to receive a
response from Frosty Boy. They added that the committee also decided not to purchase
logo plaques at this time.
Motion to approve the purchase of 3 benches for the corridor.

V. Discussion Items
1. ARPA Fund
Ms. Gordon presented this item to the board and noted that internet access is a need
for the community and this grant could help alleviate that need. Commissioner Milinda
Ysasi is very supportive of the idea, but she noted that the American Rescue Plan Act
(ARPA) funds have not been distributed yet and she is concerned about having the
board go through the hard work of putting an application together before knowing what

the County's direction is.
She suggested the board takes some time to learn more about the grant and especially,
the County's plans for distribution of the funds. She is going to reach out to a County
Commissioner to get some insight.
Motion to explore the Kent County ARPA grant pending conditions of priorities
listed by Kent County.

Ms. Gordon presented this grant to the board. She noted that it is a much smaller grant,
and the application is much simpler. She believes this grant could be used to explore
educational opportunities for the Bio-Retention Islands.
Motion to move forward with the Bridge Builders Micro-Grant Application.
