Call to Order The meeting was called to order at 9:00 AM by Chair Leonard Van Drunen II. Public Comment on Agenda Items None. III. Minutes Approval Approval of Minutes from May 17, 2022 No questions or comments were noted. Motion to approve minutes from May 17, 2022. Fiscal Year 2023 South Division- Grandville Corridor Improvement Authority Budget Adoption Leonard Van Drunen presented the budget. Fran Dalton suggests charging the committees to establish criteria for expending funds. Verah Narh-Kamara reminded the board the development plan is a good resource for project ideas. Mr. Van Drunen noted that the Design and Development Committee is working on a property acquisition plan that will be presented to the board. Motion to adopt the fiscal year 2023 budget as presented. Business Association Funding Requests Mr. Drunen presented this item. Marcel Price asked if the board could free up funds for events beginning of the fiscal since most events are not planned that far out. Ms. Kamara explained the reason why the funds cannot be freed up until requested is that priorities keep changing for the boards throughout a fiscal year hence it is helpful to be able to hold on to and divert funds when necessary. Also, there is currently no system in place to retrieve unexpended funds from business associations. She advised the committees to plan for their events and request funds in time. Motion to approve the business association support funding requests for the Southwest Business Association and the Burton Heights Business Association for an amount not to exceed $8,500 each. South Division- Grandville Corridor Improvement Authority - Business Associations Memorandum of Understanding Ms. Kamara and Mr. Van Drunen presented this item. Amy Brower asked about the decrease in support funds for the business associations. Ms. Kamara explained the decrease is based on the FY 2023 budget. Business Associations are not only receiving the support funds but, they will be receiving extra event planning support funds as well as funds to contract support staff. In total, they are receiving more funds from the board than they have had in the past. Motion to approve the Business Associations’ memorandum of understanding. Burton Heights Business Association Business Manager Recommendation and Service Agreement Approval Angelica Velasquez informed the board that her vision for the association is one of success and she firmly believes Angel J Barreto-Cruz is best suited to bring that vision to life. He possesses the ability to help business owners reach their goals. Ms. Dalton asked Mr. Barreto-Cruz about his vision for the role. According to Mr. Barreto-Cruz, his main goal is to begin engaging business owners in the district to inquire about their business needs, then he can formulate a plan on how best to assist them. Mr. Price had concerns about his current workload and how he intends to juggle it all. Mr. Barreto- Cruz is confident he can handle the responsibilities of the position with his current workload. Motion to approve the Business Association Manager recommendation and service agreement. South Division- Grandville Avenue Corridor Southwest Business Association Manager RFP Ms. Brower presented this item. She noted that she is seeking a support staff person to continue in their marketing efforts, build memberships and take on larger projects. Motion to approve the Southwest Business Association Manager RFP. South Division- Grandville Facade Improvement Program Project Synia Jordan presented this item and noted that marketing the facade program to businesses in the district is a high priority for the committee at this time. He also suggested having a fiduciary manage and administer the funds and get reimbursed by the city as most businesses do not have the funds available to pay contractors. Ms. Kamara noted that the city has an option to pay contractors directly for businesses that are unable to do so. Ms. Jordan is very interested in that option and would like further details. Motion to approve the façade improvement program application for 900 Cesar Chavez. South Division- Grandville CIA Street Furniture Project (CDBG Funding) Kristin Bennett and Tom Tilma presented this item to the board. The board discussed the options presented and picked option 2 which does not include logo racks. The board also discussed branding options for the bike racks. Mr. Price will work with the Design and Development Committee and help them plan and execute the branding of the bike racks. Motion to approve option 2 of the 3 presented purchasing options for the CDBG street furniture project.
