I. Call to Order - Informational Meeting
The Informational Meeting was called to order at 11:07 AM by Chair Helen Harp.
1. Informational Meeting - Southtown CIA Calendar Year 2022 Overview
Verah Narh Kamara presented the overview packet of the CIA’s accomplishments
including façade improvements.
2. Public Comment on the Calendar Year 2022 Overview
Commissioner Senita Lenear brought up the topic of not being able to use CIA funds for
the maintenance of outdoor trash cans. She noted that trash maintenance is strictly
funded by the Third Ward Parity fund and the board should consider a long-term plan
for trash maintenance for when those funds are exhausted.

1. Holiday Decorations Request for Proposal
Kelsey Liebenow presented the decorations proposal. Lights cannot be added to this
year’s decorations because of low stock from suppliers. Also, the packet did not include
the Eastern Floral planter’s quote. The board discussed and approved a higher amount
to cover all the holiday decoration expenses.
Motion to approve the Holiday Decorations proposal at a cost of up to $14,000.

3. Southtown Facade Improvement Program Projects
Ms. Liebenow presented the 4 façade applications. There was a discussion regarding
the items listed in the contractor quote for 932 Division Ave. The Southtown facade
program does not support dumpster enclosures. However, the board noted that other
elements of their project could qualify for a façade.
Motion to approve the façade applications for 2409 Eastern Ave., 123 Hall St.,
1267 Kalamazoo Ave., and 932 Division Ave. for a total of $44,700; with the
condition, 932 Division Ave. submits only storefront improvement receipts for
reimbursement.

Helen Harp is term-limited as Chair at the end of this year.
IX. Reports
1. Corridor Manager and Committee Updates
Ms. Liebenow reported about Alger Heights and Franklin Alley projects as well as
Southtown events. Richard App spoke about Friends of Grand Rapids Parks.
X. Other Business
Ms. Kamara introduced Chad Buczkowski, the new Economic Development employee.
