Consideration with possible action on the updated list of polling locations, both new and current. Moved by Ald. Barbara Dorff, seconded by Chief of Staff Celestine Jeffreys to receive and place on file. Motion carried. Yes- Barbara Dorff, H. James Smet, Susan Smith, Alison Staudinger, Chris Wery, Karen Schley, Terri Racine, Celestine Jeffreys, Kris Teske, No- None, Abstain- None Summary of discussion: A letter was sent to the Green Bay Area Public School Board to request consideration of using the four high school gyms for polling locations in August and November. Given some other conversations, we have decided to focus on obtaining locations from the District for the August election. A staff member will conduct the WEC (Wisconsin Elections Commission) assessment of city-owned structures (Bay Beach Pavilion, Triangle Hill Shelter, Wildlife Sanctuary Event room) and will accompany Alder Dorff in the assessment of the abandoned Sears building on Military Avenue. The owner of the Sears building has informed Alder Dorff that they will give us 90 days notice as to the development (and possible unavailability) of the Sears building. Bay Beach Pavilion will be available in November, but not in August. 2. Consideration with possible action on creating drive through voting, either for election day and/or for early in-person absentee voting (August and November). A question about witnessing absentee ballots, indeed one person can witness multiple absentee ballots, there is no limit. F. REGULAR BUSINESS (POLL WORKERS). 1. Consideration with possible action on an updated count of poll workers and/or volunteers. Moved by Ald. Barbara Dorff, seconded by Terri Racine to receive and place on file. Motion carried. We have 100 secured of 280 needed. Chair Smith reached out the League of Women Voters, Casa ALBA, COMSA, the Democratic Party of Brown County and the Republican Party of Brown County. These entities are putting this information out to their networks. 2. Consideration with possible action on current outreach efforts to recruit poll workers. G. REGULAR BUSINESS (EARLY IN-PERSON & ABSENTEE). 1. Consideration with possible action on advertising early in-person absentee voting and absentee voting. Moved by Ald. Chris Wery, seconded by Alison Staudinger to send a request to the Finance Committee to consider funding the drop boxes. Motion carried. Yes- Barbara Dorff, H. James Smet, Susan Smith, Alison Staudinger, Chris Wery, Karen Schley, Terri Racine, Celestine Jeffreys, Kris Teske, No- None, Abstain- None H. Smet and Alison put forth a strategy. We need a consistent brand as we move forward. Multiple EIPAV locations would be beneficial. The drop boxes are helpful, but Clerk Teske reminded the committee that there is postage included in the absentee ballot so that voters don't have to pay for a return stamp. We would need some education around the drop boxes, should we have additional ones. We'd also need to ensure that staff pick up the ballots deposited in the drop boxes, on a daily basis. We'd need to have a reasonable time frame for the drop boxes to be available. 2. Consideration with possible action on the social media campaign for early in-person absentee and absentee voting. Committee members—you can either use CivicClerk and request to speak or you can “raise your hand” in the zoom meeting (you’d need to use a computer or tablet) to let the host know you’d like to speak. You can also un-mute yourselves and start speaking. b. Persons on the agenda—you can “raise your hand” but you’d need to use a computer. You will be allowed to speak, per Wisconsin Open Meetings Rules, once the committee has “opened the floor for interested parties to speak.” Once the committee is finished with your agenda item, the host will mute you permanently, unless the committee opens the floor again. 9. What devices should I use? a. Smart phone (please see more detailed instructions on page 3) b. Land line c. Zoom meeting hosts can see only your telephone number and will ask you to identify yourselves. 11. Closed session a. Persons in the Zoom meeting will be put into a waiting room while the committee meets in Closed Session. Participants will be admitted back into the Zoom meeting once the committee reconvenes in Open Session. b. Persons watching live on YouTube will see a gray screen with the City logo during closed session. 12.
