MINUTES GREEN BAY ANNEXATION COMMISSION Thursday, January 3, 2002 City Council Chambers Second Floor of City Hall 9:00 a.m. MEMBERS PRESENT: Paul Jadin, Carl Weber, Ron Antonneau, Bill Lockery, Gary Sikich, Susan Schober-Murray. MEMBERS EXCUSED: John Steinbrecker OTHERS PRESENT: Tim Kelley, Rob Strong, Grant Staszak, Peter Thillman, Marv Rentmeester, Bob VanderKelen, Marie Maricque, and others. The meeting was called to order at 9:00 a.m. APPROVAL OF MINUTES: Minutes from the May 17, 2001, meeting of the Green Bay Annexation Commission were reviewed. A motion was made by P. Jadin, seconded by C. Weber, to approve the minutes from the May 17, 2001, Annexation Commission meeting. Motion carried unanimously. NEW BUSINESS: 1. 1. Public hearing on the petition of property owners for direct annexation of certain territory from the Town of Scott to the City of Green Bay, dated November 27, 2001. R. Antonneau asked if anyone in the audience wished to discuss the request. No one responded. The hearing was closed. 2. Discussion and action of the petition of property owners for direct annexation of certain territory from the Town of Scott to the City of Green Bay, dated November 27, 2001. B. Lockery presented the report and supporting map information. B. Lockery also presented copies of a letter dated December 21, 2001, from Robert Zeinemann, Planning Analyst, Wisconsin Department of Administration, Municipal Boundary Review, that state the proposed annexation was reviewed and found to be in the public interest (see attached letter). B. Lockery stated the Planning staff's recommendation to approve the petition. T. Kelley, City Attorney, explained the process of annexation. P. Jadin asked C. Weber to summarize the letters in the agenda from the Green Bay Department of Public Works and Water Utility. C. Weber provided the Commission with a summary of the existing sanitary sewer and water service. A motion was made by P. Jadin, seconded by G. Sikich, to approve the petition of property owners for direct annexation of certain territory from the Town of Scott to the City of Green Bay, dated November 27, 2001. Motion carried unanimously. A motion was made by B. Lockery, seconded by P. Jadin, to refer the annexation petition to the Plan Commission for final recommendations on zoning and development district placement. Motion carried unanimously. P. Jadin asked T. Kelley to explain the current petition to incorporate a portion of the Town of Scott. T. Kelley explained the process of incorporation and how it impacts the subject petition. T. Kelley also explained that the City Council will be asked to adopt a resolution accepting the annexation petition and an annexation ordinance. He also stated for the record that the petitioners were present and that no one expressed any objections to the petition. A motion was made by P. Jadin, seconded by R. Antonneau, to adjourn. Motion carried unanimously.
