MINUTES GREEN BAY ANNEXATION COMMISSION Tuesday, July 30, 2002 City Council Chambers Room 205, City Hall 10:00 a.m. MEMBERS PRESENT: Gary Sikich, Paul Jadin,, Ron Antonneau, and Bill Lockery. MEMBERS EXCUSED: Carl Weber and Susan Schober-Murray OTHERS PRESENT: Tim Kelley, Rob Strong, Allison Swanson, Peter Thillman, Marv Rentmeester, Grant Staszak, Dan Madigan, and others. The meeting was called to order at 10:05 a.m. APPROVAL OF MINUTES: Minutes from the June 10, 2002, meeting of the Green Bay Annexation Commission were reviewed. A motion was made by R. Antonneau, seconded by P. Jadin, to approve the minutes from the June 10, 2002, Annexation Commission meeting. Motion carried unanimously. NEW BUSINESS: 1. 1. Public hearing on the petition of property owners for direct annexation of certain territory consisting of approximately 289 acres from the Town of Scott to the City of Green Bay, generally located south of Highway 54, west of Craanen Road, dated July 8, 2002, pursuant to Wisconsin Statutes, 66.0217. . G. Sikich opened the public hearing. B. Lockery, Principal City Planner, presented the report and supporting map information. The subject properties are approximately 289 acres in size and are located east of the Hwy 54/57 interchange on the south side of Highway 54. B. Lockery explained the process the petition was going through and stated that the Plan Commission will be reviewing the long-range planning for the subject property. He stated that the Planning staff's recommendation is to approve the petition. R. Antonneau asked about the status of the other approved annexations. T. Kelley, City Attorney, explained the current status of the other annexations. D. Madigan, petitioner, explained his reasons for petitioning to annex the property. Those reasons were: a. a. Long-term source of water from the City of Green Bay. b. b. Wanted to make sure the long-range planning for the area included this property. c. c. Better opportunity to receive services from the City of Green Bay. d. d. Town of Scott's long-range plans do not address the future development of the subject property. A. Swanson, Assistant City Attorney, explained the current status of the Incorporation Petition for the Town of Scott. T. Kelley stated that there were no electors living in the subject area. B. Lockery presented a letter from Ronald and Judith Tillmann objecting to the annexation(see attached letter). The Tillmanns are owners of two parcels included in the proposed annexation. B. Lockery explained that even though they are objecting to the annexation, the petition can be approved because the owners of over one-half of the land in area within the territory signed the petition. G. Sikich closed the public hearing. 2. Discussion and action on the petition of property owners for direct annexation of certain territory consisting of approximately 289 acres from the Town of Scott to the City of Green Bay, generally located south of Highway 54, west of Craanen Road, dated July 8, 2002, pursuant to Wisconsin Statutes, 66.0217. A motion was made by P. Jadin, seconded by R. Antonneau, to approve the petition of property owners for direct annexation of certain territory from the Town of Scott to the City of Green Bay, dated July 8, 2002, and to forward a resolution to the City Council. Motion carried unanimously. A motion was made by P. Jadin, seconded by B. Lockery, to adjourn. Motion carried unanimously.
