MINUTES GREEN BAY ANNEXATION COMMISSION Tuesday, June 10, 2003 Room 207, City Hall 2:00 p.m. MEMBERS PRESENT: Gary Sikich, Carl Weber, Ron Antonneau, and Bill Lockery. MEMBERS EXCUSED: Jim Schmitt, Susan Schober-Murray OTHERS PRESENT: Allison Swanson, Peter Thillman, Marv Rentmeester, Bill Ullmer, Dale Knafelc, and others. The meeting was called to order at 2:05 p.m. APPROVAL OF MINUTES: Minutes from the May 5, 2003, meeting of the Green Bay Annexation Commission were reviewed. A motion was made by R. Antonneau, seconded by B. Lockery, to approve the minutes from the May 5, 2003, Annexation Commission meeting. Motion carried unanimously. NEW BUSINESS: 1. Public hearing on the petition of a property owner for direct annexation of certain territory from the Town of Scott, generally located north of Church Road, west of Nooyen Lane, and east of Highway 57, to the City of Green Bay, dated May 16, 2003, pursuant to Wisconsin Statutes, 66.0217. G. Sikich opened the public hearing and requested that rules be suspended to hear testimony. A motion was made by R. Antonneau, seconded by C. Weber, to suspend the rules to allow interested parties to speak. Motion carried unanimously. B. Lockery gave a brief update to the Commission on the status of the request. G. Sikich asked if anyone would like to provide testimony. B. Ullmer, Chairman of the Town of Scott, spoke on the Town’s concern over the petition, especially since the Boundary Agreement between the Town of Scott and the City of Green Bay was finalized yesterday. He then described various sewer extension possibilities to service the petitioner’s property. C. Weber, Green Bay Public Works Director, discussed the Wequiock Sewer Interceptor Study that was recently completed. That study shows that the sewer being proposed to serve the Madigan property along Highway 57 would not serve the subject area because of grade changes south of Church Road. It may be able to serve the area if a lift station were constructed. 1 A. Swanson, Assistant City Attorney, asked Mr. Ullmer if the Town of Scott was not willing to give the petitioner service. B. Ullmer answered no, the Town is willing, but the issue for the petitioner seems to be funding the extension. D. Knafelc, petitioner, stated that she has attended recent meetings with the Town and the Sanitary District. She asked questions regarding the study referenced earlier. A motion was made by R. Antonneau, seconded by B. Lockery, to close the public hearing and return to regular business. Motion carried unanimously. 2. Discussion and action on the petition of a property owner for direct annexation of certain territory from the Town of Scott, generally located north of Church Road, west of Nooyen Lane, and east of Highway 57, to the City of Green Bay, dated May 16, 2003, pursuant to Wisconsin Statutes, 66.0217. A motion was made by R. Antonneau, seconded by C. Weber, to deny the request. Motion carried unanimously. 3. Discussion and action on the annual election of officers: President, Vice-President, and Secretary, per Chapter 1.53(2)(b), City Code. The Commission took the following actions:  A motion was made by R. Antonneau, seconded by C. Weber, to elect Gary Sikich as President. Motion carried unanimously.  A motion was made by C. Weber, seconded by G. Sikich, to elect Ron Antonneau as Vice-President. Motion carried unanimously.  A motion was made by R. Antonneau, seconded by C. Weber, to elect Bill Lockery as Secretary. Motion carried unanimously. A motion was made by R. Antonneau, seconded by G. Sikich, to adjourn. Motion carried unanimously. 2
