MINUTES CITY OF GREEN BAY BOARD OF REVIEW WEDNESDAY, MAY 10, 2017, AT 9:00 A.M. COUNCIL CHAMBERS, ROOM 203 _____________________ MEMBERS PRESENT: Jay Hamann, Paul Janquart, Richard Laurent, Thomas Aziere, and Diane Midthun. OTHERS PRESENT: Assistant City Attorney Joanne Bungert, Board of Review Clerk Kris Teske, City Assessor Russ Schwandt, Dawn VanNatta, Julie Anderson, Kristi Norton, Mike Kochaver, Nichole Tesch, and Kimberly Wayte. 1. Call to order T. Aziere called the meeting to order. 2. Roll call K. Teske did a roll call. All members were present. 3. Election of chair and vice chair Motion by D. Midthun, seconded by P. Janquart to nominate Tom Aziere as chairman. Roll Call: Ayes: J. Hamann, P. Janquart, R. Laurent, T. Aziere, D. Midthun. Noes: None. Motion carried. Motion by D. Midthun, seconded by J. Hamann to nominate Paul Janquart as vice chairman. Roll Call: Ayes: J. Hamann, P. Janquart, R. Laurent, T. Aziere, D. Midthun. Noes: None. Motion carried. 4. Review of rolls by Board 5. Clerk’s statement K. Teske stated that all the legal requirements under state statute to convene this Board of Review were met. She certified under §70.46, Wis. Stats., that J. Hamann, P. Janquart, T. Aziere, and D. Midthun received the qualified training, the assessment roll had been received and the clerk and the board had reviewed for double assessments and other apparent errors. An open book session was held on April 24, 2017, in the Assessor’s office and the Assessor was present. The level of assessment is at 102%. 6. Presentation by City Assessor Russ Schwandt R. Schwandt provided an overview of commercial and residential evaluations. 7. Procedural review by Assistant City Attorney Joanne Bungert J. Bungert provided an overview of the role of the Board of Review and their duties. 8. Waiver of the required 48-hour notice of intent to file an objection when there is good cause. The Pine Street Cat Company, LLC, owner Steven J. Schneider, property located at 417 Pine Street. Mike Kochaver, Nicole Tesch, and Kim Wayte were sworn in by K. Teske. Steve J. Schneider was sworn in by K. Teske. Motion by P. Janquart, seconded by R. Laurent to deny the request to waive the required 48-hour notice of intent to file an objection. Roll Call: Ayes: P. Noes: None. Motion carried. 10. Commence appeals Number 1 Curtis Klish, property located at 1901 Verlin Road. R. Schwandt and M. Kochaver were sworn in by K. Teske. Curtis Klish was sworn in by K. Teske and testified. Motion by P. Janquart, seconded by R. Laurent to sustain the assessor’s value of $218,800 on the property. Roll Call: Ayes: R. Laurent, P. Janquart, T. Aziere. Noes: D. Midthun, J. Hamann. Motion carried. Number 2 Tim Pease, property located at 2324 University Avenue. R. Schwandt and M. Kochaver were sworn in by K. Teske. Tim Pease was sworn in by K. Teske and testified. Motion by P. Janquart, seconded by R. Laurent to sustain the assessor’s value of $139,600 on the property. Roll Call: Ayes: R. Laurent, P. Janquart, T. Aziere. Noes: D. Midthun, J. Hamann. Motion carried. Number 3 GT Net, LLC, owner (part) Robert Goelz, property located at 3221 Voyager Drive. M. Kochaver was sworn in by K. Teske. Bob Goelz and Lee Ann Hietpas were sworn in by K. Teske and testified. Motion by P. Janquart, seconded by D. Midthun to sustain the assessor’s value of $877,700 on the property. Roll Call: Ayes: P. Number 4 The Preserve Homeowners Association, Inc., Jason Mroz, President of Apple Tree Real Estate, LLC, property located at 3410 Indigo Bluff Drive.  R. Schwandt and Julie Anderson were sworn in by K. Teske. Jason Mroz was sworn in by K. Teske and testified. Motion by P. Janquart, seconded by D. Midthun to sustain the assessor’s value of $483,200 on the property. Roll Call: Ayes: P. Janquart, R. Laurent, T. Aziere, D. Midthun, J. Hamann. Noes: None. Motion carried. Number 5 Green Bay WI VA 2011 LC, agent Stephanie Nyhus, DuCharme, McMiller & Assoc., LLC, property located at 2851 University Avenue. Stephanie Nyhus was sworn in by K. Teske. Motion by P.
