Moved by Ald. Steuer and seconded by Ald. DeWane to amend agenda and open meeting with presentation by Mayor and then continue with agenda items Common Council, Mayor, and Police & Fire Commission. There were no objections and motion carried. Common Council 2. Moved by Ald. Moore and seconded by Ald. Sladek to reduce the health and dental benefits to zero and eliminate those benefits for City Council Members for a savings of $19,483.00. Motion failed 2-2. Ald. DeWane and Ald. Steur voted no. 3. Moved by Ald. Steuer and seconded by Ald. DeWane to add $2,000 to the budget for training and travel expenses. Motion withdrawn by Ald. Steuer. 4. Moved by Ald. Moore and seconded by Ald. Steuer to add $150 to the materials and supply expense. There were no objections and motion carried. 5. Moved by Ald. DeWane and seconded by Ald. Steuer to move $60,000 from Common Council advertising budget to the Clerks budget. There were no objections and motion carried. 6. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Common Council budget as amended. There were no objections and motion carried. Mayor’s Departmental Budget 7. Moved by Ald. Sladek and seconded by Ald. Steuer to approve Mayor’s Departmental budget as presented. There were no objections and motion carried. Mayor Police and Fire Commission 8. Moved by Ald. Sladek and seconded by Ald. DeWane to approve the Police & Fire budget as presented. There were no objections and motion carried. Wheel Tax 9. Moved by Ald. DeWane and seconded by Ald. Steuer to move up wheel tax item on the agenda. There were no objections and motion carried. 10. Moved by Ald. DeWane and seconded by Ald. Sladek to remove wheel tax line item of $2 million from the Miscellaneous budget. Motion passed 3-1. Ald. Moore voted no. Parks, Recreation, and Forestry Triangle Hill Park Administration budget 11. Moved by Ald. Sladek and seconded by Ald. Moore to reduce Triangle Hill seasonal salaries from $23,860 to $20,000. Motion failed 1-3. Ald. Moore, Ald. DeWane and Ald. Steuer voted no. Forestry budget 12. Moved by Ald. Steuer and seconded by Ald. DeWane to add $82,391 back to budget for chipper equipment in the Forestry Department. Motion failed 2-2. Ald. Moore and Ald. Sladek voted no. 13. Moved by Ald. Steuer and seconded by Ald. DeWane to move chipper to a bond request $82,390. There were no objections and motion carried. 14. Moved by Ald. DeWane and seconded by Ald. Steuer to add $15,000 to Forestry contractual services for tree removal on private property. Motion failed 2-2. Ald. Moore and Ald. Sladek voted no. Parks and Forestry Capital 15. Moved by Ald. DeWane and seconded by Ald. Sladek to approve expenses for Parks and Forestry. There were no objections and motion carried. Wildlife Sanctuary Revenues 16. Moved by Ald. Sladek and seconded by Ald. DeWane to adjust WLS payment from Green Bay Schools from $87,400 to $90,400. There were no objections and motion carried. 17. Moved by Ald. Sladek seconded by Ald. DeWane to increase concession revenues for WLS from $78,000 to $80,000. There were no objections and motion carried. 18. Moved by Ald. DeWane and seconded by Ald. Steuer to approve WLS budget as amended. There were no objections and motion carried. Bay Beach / Bay Beach Capital 19. Moved by Ald. Sladek and seconded by Ald. DeWane to approve Bay Beach budget as presented. There were no objections and motion carried. Transit 20. Moved by Ald. DeWane and seconded by Ald.Sladek to approve Transit budget as presented. There were no objections and motion carried. Administrative Services Includes Finance, Clerk, Assessor, Purchasing, Elections, Board of Review, Information Technology and Print Shop. Finance 21. Moved by Ald. Sladek and seconded by Ald. DeWane to approve Finance budget as presented. There were no objections and motion carried. Clerk 22. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Clerk’s budget as amended earlier moving the City Council advertising expense of $60,000 to Clerk’s. There were no objections and motion carried. Assessor 23. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Assessor’s budget as presented. There were no objections and motion carried. Purchasing 24. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Purchasing budget as presented. There were no objections and motion carried. Elections 25. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Elections budget as presented. There were no objections and motion carried. Board of Review 26. Moved by Ald. Steuer and seconded by Ald. DeWane to approve Board of Review budget as presented. There were no objections and motion carried. Information Technology 27. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Information Technology budget as presented. There were no objections and motion carried. Printing 28. Moved by Ald. Sladek and seconded by Ald. DeWane to reduce copy machine expense $20,500 to $19,000 for a savings of $1,500. There were no objections and motion carried. 29. Moved by Ald. Sladek and seconded by Ald. Steur to approve Printing budget as amended. There were no objections and motion carried. Public Safety/Gov IT Capital 30. Moved by Ald. Steuer and seconded by Ald. DeWane to approve Public Safety/Gov IT Capital budget as presented. There were no objections and motion carried. Law 31. Moved by Ald. Sladek and seconded by Ald. Steuer to approve Law budget as presented. There were no objections and motion carried. Municipal Court 32. Moved by Ald. Moore and seconded by Ald. Sladek to decrease the Board of Prisoners account by $10,000. There were no objections and motion carried. 33. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Municipal Court budget as amended. There were no objections and motion carried. Human Resources 34. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Human Resources budget as presented. There were no objections and motion carried. Community & Economic Development and Capital 35. Moved by Ald. Steuer and seconded by Ald. DeWane to approve Community & Economic Development and Capital budget as presented. There were no objections and motion carried. Police Police 36. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Police Department budget as presented. There were no objections and motion carried. Human Officer 37. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Human Officer budget as presented. There were no objections and motion carried. Police Capital 38. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Police Capital budget as presented. There were no objections and motion carried. Fire/Fire Capital 39. Fire and Fire Capital was taken together. After discussion, a motion was made by Ald. DeWane and seconded by Ald. Sladek to approve the budget for the Fire Department and Fire Capital as presented. There were no objections and motion carried. DPW Engineering 40. After discussion, there was a motion by Ald. Sladek to reduce line item 55101 in regards to equipment repairs by $1,000. There was no second and motion failed. Moved by Ald. DeWane and seconded to approve the proposed budget for the Department of Public Works Engineering as presented. There were no objections and motion carried. Operations 41. Moved and seconded to approve the proposed budget for the Department of Public Works Operations as presented. There were no objections and motion carried. Traffic 42. Moved by Ald. DeWane and seconded by Ald. Sladek to approve the proposed budget for the Department of Public Works Traffic as presented. There were no objections and motion carried. DPW Capital 43. Moved by Ald. DeWane and seconded by Ald. Steuer to approve the proposed budget for the Department of Public Works Capital as presented. There were no objections and motion carried. Other Budgets for Approval Miscellaneous 44. Moved by Ald. DeWane to approve the miscellaneous budget as presented. Ald. Sladek made a motion for discussion. Ald. Moore said he asked for an additional $100,000 in the contingency for closed captioning, however, staff said it could be for approximately $40,000. Moved by Ald. Moore and seconded by Ald. DeWane to reduce contingency line by $60,000. There were no objections and motion carried. Ald. Moore made a motion to reduce the celebration budget line by $5,000, from $45,000 to $40,000. Ald. DeWane asked it be reduced to $35,000 and Ald. Moore accepted the amended motion. After further discussion, Ald. Moore moved to reduce celebration line from $45,000 to $40,000, which was seconded by Ald. Sladek. There were no objections and motion carried. Sanitary Sewer 45. Moved by Ald. Moore and seconded to approve the budget for Sanitary Sewer as amended reducing licenses and permits by $105,000. There were no objections and motion carried. Parking Utility 46. Moved by Ald. DeWane and seconded by Ald. Steuer to approve the Parking Utility budget as presented. There were no objections and motion carried. Storm Sewer 47. Moved by Ald. Moore and seconded by Ald. Steuer to approve the proposed budget for Storm Water Utility as amended, reducing licenses and permits by $112,000. There were no objections and motion carried. Debt Service 48. Moved by Ald. DeWane and seconded by Ald. Steuer to approve the proposed budget for Debt Service as presented. There were no objections and motion carried. Neighborhood Enhancement 49. Moved by Ald. DeWane and seconded by Ald. Steuer to approve the proposed budget for Neighborhood Enhancement as presented. There were no objections and motion carried. Workers Compensation 50. Moved by Ald. DeWane and seconded by Ald. Sladek to approve the Workers Compensation budget as presented. There were no objections and motion carried. General Liability 51. Moved by Ald. DeWane and seconded by Ald. Steuer to approve the General Liability budget as presented. There were no objections and motion carried. Health Insurance Escrow 52. Moved by Ald. DeWane and seconded by Ald. Sladek to approve the Health Insurance Escrow budget as presented. There were no objections and motion carried. Revenue General Fund 53. Moved by Ald. DeWane and seconded by Ald. Steuer to approve the General fund revenues as presented. There were no objections and motion carried. Sanitary Sewer 54. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Sanitary Sewer revenues as amended by $105,000. There were no objections and motion carried. Parking Utility 55. Moved by Ald. DeWane and Seconded by Ald. Steuer to approve the Parking Utility revenues as presented. There were no objections and motion carried. DPW Equipment Replacement 56. Moved by Ald. DeWane and seconded by Ald. Steuer to approve DPW Equipment replacement revenues as presented. There were no objections and motion carried. Storm Sewer 57. Moved by Ald. Moore and seconded by Ald. Steuer to amend Storm Sewer revenues by $112,000. There were no objections and motion carried. Debt Service 58. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Debt Service revenues as presented. There were no objections and motion carried. Capital Equipment Funds 59. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Capital Equipment Funds revenues as amended. There were no objections and motion carried. Neighborhood Enhancement 60. Moved by Ald. DeWane and seconded by Ald. Steuer to approve Neighborhood Enhancements revenues as presented. There were no objections and motion carried. Workers Compensation 61. Moved by Ald. DeWane and seconded by Ald. Sladek to approve Workers Compensation revenues as presented. There were no objection and motion carried. General Liability 62. Moved by Ald. DeWane and seconded by Ald. Steuer to approve General Liability revenues as presented. There were no objections and motion carried. Health Insurance Escrow 63. Moved by Ald. Sladek and seconded by Ald. DeWane to approve Health Insurance Escrow revenues as presented. There were no objections and motion carried. The floor was opened for discussion. After discussion, Ald. Moore made proposals for items that could go to bond to offset $2,000,000 reduction in revenue. Regarding page 122, line Item 55130, a motion was made by Ald. Moore and seconded by Ald. Steuer to amend the equipment approvals to reduce the amount by $1,200,000 from DPW City Equipment Usage. There were no objections and motion carried. Regarding pg. 93, Line Item 55140 (Police Equipment Replacement), a motion was made by Ald. Moore and seconded by Ald. Steuer to reduce line item by $612,200. There were no objections and motion carried. Regarding pg. 107, Line Items 55140 (Fire Equipment Replacement) & 55150 (Fire New Equipment), a motion was made by Ald. Moore and seconded by Ald. Steuer to reduce the Fire Equipment Replacement line item by $103,220 and the Fire New Equipment line item by $48,600. There were no objections and motion carried. Regarding page 153, line item 55140 (Parks Equipment Replacement), a motion was made by Ald. Moore and seconded by Ald. Steuer to reduce the line item by $35,980. There were no objections and motion carried. There was a motion made by Ald. DeWane and seconded by Ald. Sladek to approve the 2018 proposed budget as amended. There were no objections and motion carried. A motion was made by Ald. DeWane and seconded by Ald. Sladek to adjourn meeting. There were no objections and motion carried.
