Funds were allocated in the 2025 Capital Improvement Plans for the various intersections along with grant funding from WisDOT for reimbursement at a 90/10 cost share for traffic signal improvements along Mason Street. RECOMMENDATION To award the contract to the lowest responsive bidder. FISCAL IMPACT Funds were allocated in 2025 Capital Improvements Plan along with WisDOT grant funds. BACKGROUND A portion of the west side of City Hall’s first floor is being renovated to create a flexible space that can accommodate voting central count operations, meetings, and various other programming needs. City staff have completed as much of the work as possible; however, the reconfiguration requires additional improvements to lighting, HVAC, and egress systems to ensure code compliance. These components exceed the capabilities of City forces and will need to be completed by contracted professionals. RECOMMENDATION The Parks, Recreation, and Forestry Department and Department of Public Works recommend awarding the work to the lowest responsive bidder. FISCAL IMPACT • $57,796.25 in bond funding from 2023 for City Hall projects. o This funding was originally intended for standpipe improvements, which we are not proceeding with anymore. • $39,394.75 in bond funding from 2024 for City Hall projects. o This will be deducted out of the $750,000 that was allocated for the electrical service replacement. Each program has its own criteria for determining if an existing roadway fits that program. The reconstruct program involves removing and replacing existing utilities or CIPP lining in place the existing sewers. New laterals are installed to approx. 5 feet behind back of curb, grade corrections are done on the existing pavement, new driveway approaches and some sidewalk are replaced. The curb and gutter are replaced and new pavement is installed. The resurfacing program consists of performing minor utility improvements, mud-jacking the curb and gutter to provide drainage and the milling off the existing asphalt and reinstalling the same amount of asphalt. The mill and pave program includes just milling the existing surface layer of asphalt off and replacing it in kind. No other work is performed. The expected lifespan before major maintenance is required for each program is: Reconstruct Asphalt- 25 years Reconstruct concrete- 35 years Resurfacing- 20 years Mill and Pave- 10 to 15 years One criterion for comparing the existing pavement condition is the PASER rating. The PASER rating system is a visual windshield rating system that assigns a numerical rating between 1 and 10 to a section of roadway. A rating of 10 would be a brand new street and a 1 would essentially be a gravel road. The rating system is based upon assigning a numerical value for each type of pavement distress. The quantity and type of distress is summarized for each block and then a numerical value is assigned. Recently the City has changed to a computerized rating process that helps eliminate human bias and maintain a consistent review. Each year the City GIS Specialist will generate a list of all streets with a 4 or lower PASER rating. The master list is reviewed to determine which pavement sections fall into each program. For example, if a street has a PASER rating of a 3 but has been paved in the gutter it would only fit into the reconstruct program. The mill and pave program is relatively new and the streets included in that program will have a PASER rating between 4 and 7. The intent of this program is to find streets that do not require any utility work but have a failing surface layer of pavement. The mill and pave process will remove the surface layer of asphalt and replace it in kind. The hope is that all of the underlying utilities will not fail in the next 10 to 15 years while greatly improving the ride quality of the pavement section. Each one of the three programs has a different cost associated with the work. In general terms the mill and pave is the most economical, the next most economical is the resurfacing program and the reconstruct program is the most costly.
