The Special meeting called by the Mayor and City Council of the City of Gretna, Louisiana was held
on Monday, March 31, 2027; at Gretna City Hall, 740 Second Street, Council Chambers, on the second floor,
Gretna, Louisiana.
Notice of Budget Hearing Meeting (Council Special Public Meeting)
Notice of the Special Meeting of the Mayor and City Council was duly posted on the bulletin board, main
entrance of Gretna City Hall Building; 740 Second Street, Gretna, LA 70053; and on the City’s Website.
1. Call to Order and Roll Call:
Mayor Belinda C. Constant was in the chair; the City Clerk was present; Mayor Constant called the meeting
to order at 12:50 PM. The roll was called; a quorum of four Council Members was present; Wayne A. Rau, at Large;
Rudy S, Smith, District 1; Michael A. Hinyub, District 2; and Mark K. Miller, District 3.
2. Invocation and Pledge of Allegiance
Upon opening of the meeting, Councilman Rau offered a prayer. Thereafter the Pledge of Allegiance was
recited.
3. Consideration and Adoption of an Ordinance:
On a motion by Councilman Rau and seconded by Councilman Smith, the following ordinance was read,
and adopted section by section and then as a whole by the following vote:

ORDINANCE NO. 5019
An ordinance amending the Revised Budget for the Fiscal Year of April 1, 2024, to
March 31, 2025, by adjusting Funds 01, 18, 31, 35, and 39, as further described.
WHEREAS, the Amended Budget for the Fiscal Year of April 1, 2024, to March 31, 2025, was adopted by
Ordinance No. 5002, on March 13, 2024; and
WHEREAS, adjustments to the Gretna Heritage Fest’s budget in Fund 18 Tourism requires an increase of
$150,000.00 in expenditure. To adjust the budget of $1,650,000 for the transfer of bond proceeds to $1,213,0000
from Fund 31 Capital Projects to Fund 1 General Fund to fund Park and Parkways Improvements other than
Buildings for infrastructure repairs. To reallocate revenues and expenditures in the Police Grant Fund 35 due to
fluctuations in Grant Revenue and Expenditures. To increase the transfer out from Fund 31 Capital Projects of
$200,00 to Fund 39 25th Street Project, based on actual expenditures; and
WHEREAS, amendments to the budget for the Fiscal Year of April 1, 2024, and March 31, 2025, are presented
for approval as follows:

NOW, THEREFORE, BE IT ORDAINED by the City Council, acting as legislative authority for the City
of Gretna, Louisiana that:
The Budget for the Fiscal Year of April 1, 2024, to March 31, 2025, is hereby adjusted for Funds 01,
18, 31, 35, and 39. The Gretna Heritage Fest’s budget in Fund 18 Tourism requires an increase of
$150,000.00 in expenditures. To adjust the budget of $1,650,000 for the transfer of bond proceeds to
$1,213,0000 from Fund 31 Capital Projects to Fund 1 General Fund to fund Park and Parkways
Improvements other than Buildings for infrastructure repairs. To reallocate revenues and
expenditures in the Police Grant Fund 35 due to fluctuations in Grant Revenue and Expenditures.

Provided that a majority of the City Council of the City of Gretna have voted in favor of this ordinance, this
ordinance shall have the full force and effect of law at midnight on the tenth day, following the Clerk's presentment,
of same to the Mayor, in accordance with Louisiana Revised Statutes 33:406(c)(2) unless the Mayor returns same,
unsigned, to the Clerk during that ten-day period.

5. Meeting Adjournment.
There was no further city business to conduct, and on a motion by Councilman Rau and seconded
by Councilman Smith, the Special Meeting (Adopt Revised Budget 2024-2025) for March 31, 2025, adjourned at
12:52 PM; and the same was unanimously approved.
