SUBJECT:
Recommendation on the weekly maintenance closure periods for the off-leash community dog parks.
RECOMMENDATION:
Recommendation: That the Parks and Recreation Commission, by motion, make a recommendation
on the following weekly maintenance closure periods at the three (3) community dog parks. :
1. The weekly maintenance period at Centennial Park to be established on Mondays from
7:00am to 12:00pm.
2. The weekly maintenance period at Hidden Valley Park to be established on Tuesdays from
7:00am to 12:00pm.
3. The weekly maintenance period at Freedom Park to be established on Wednesdays from
7:00am to 12:00pm.
Recommended Motion: Move to recommend that the Public Works Department establish the
following weekly maintenance periods as follows:
1. A weekly maintenance period at Centennial Park to be established on Mondays from 7:00am
to 12:00pm.
2. A weekly maintenance period at Hidden Valley Park to be established on Tuesdays from
7:00am to 12:00pm.
3. A weekly maintenance period at Freedom Park to be established on Wednesdays from
7:00am to 12:00pm.
BACKGROUND:
Summary:
The City of Hanford currently maintains three (3) off-leash community dog parks. These dog parks
provide an opportunity for residents to exercise and socialize their dogs. Currently, staff must
complete maintenance while the community members are utilizing the dog park. This makes it
difficult for parks staff to perform key maintenance tasks within the dog parks, such as mowing,
herbicide application, and sprinkler adjustment and repair.
Staff are requesting the creation of established maintenance periods for the community dog parks
that do not significantly impact residents using the dog parks but allow staff to perform the required
maintenance. The maintenance closure would coincide with the already established mowing
schedule and the 7am to 12pm timeframe would allow any applied herbicides to dry as required by
Page 26 of 31
the manufacturer label before entry to the dog park area.
These maintenance periods would help to improve the maintenance and appearance of the dog
parks while keeping pets and pet owners safe.
Background:
The City of Hanford constructed its first off-leash community dog park in 2007 with the construction of
Freedom Park. With the popularity of the park amenity, two more off-leash community dog parks
were constructed at existing parks in different locations in the city. These dog parks were placed in
parks that had available acreage and geographically fit into the city to allow users a shorter distance
to walk or drive to the dog park.
Construction on the two (2) new off-leash dog parks began and were completed in 2012 at both
Hidden Valley Park and Centennial Park. These dog parks have a much larger area for both large
and small dog breeds to run, offer drinking fountains for both pet owners and pets with a dog bowl at
the base of the fountain, and are accessible through concrete sidewalks.
The off-leash dog parks have been great additions to the City of Hanford’s park inventory and are a
popular and highly used amenity.
FISCAL IMPACT:
There would be no fiscal impact on the Parks Division.
