Meeting Minutes 03/23/2026
TREASURER'S REPORT - Carl Goodwin, Treasurer
has reviewed statements and accounts were reconciled and all is balanced as well as water/sewer
adjustments. Works with Carrie on budget.
BUDGET OFFICE REPORT - Carrie Cravens, Budget Dir.
Stated we have received the last installment of property tax.

Was absent from the meeting.

PUBLIC WORKS - Steve Miller, Chairman
stated there are many items later in meeting.
Tom Somers, Public Works Director reminded everyone of spring clean up is next week and on your regular
trash day.
PUBLIC IMPROVEMENT - Randy Crompton, Chairman
stated they will have item later.
PUBLIC SAFETY — David Dorris Police Chief, Shawn Priddy Fire Chief, Jason Englebright AC Warden 1,
David Shoemake, Chairman
Chief Dave Dorris stated he was absent from the meeting. Sal Thomas, Deputy Chief, stated that Matt Gayer
had left the department and went to Marion, so they will be hiring soon.
Chief Shawn Priddy stated they went on a cardiac arrest as all ambulances were out on other calls. On this
event, this person received a clinical save by our fire department. The person is home and doing well. He
presented Rodger Yates, Justin Lamb (receiving his 3rd save pin) and Jaden Schell with awards.

stated working on CEJA projects. Next application widow is upcoming.

1. Proclamation for Herrin Jr. High Girls Basketball Team 2025-2026
The mayor presented a proclamation to the Herrin Junior High Girls Basketball Team for their state
championship year they had this past season.
2. Presentation regarding tobacco-related disparities affecting individuals under the age of 21.
Four students from Herrin Junior High School were in attendance regarding tobacco-related disparities affecting
individuals under the age of 21. Hudson Howard gave an overview how under 21 vaping and tobacco use affect
them. He gave a handout where they conducted a survey of 341 students. They are asking for the Council's help
in any way to address the problem of underage vaping. Lydia Clough handed out information regarding what
chemicals are in vapes. Molly DuPong shared a handout showing the advertising of vape/tobacco products that
is targeted at young people. Paisley Green gave more statistics regarding teen vaping. Rick Collins stated he
works with communities, and he has been working with this group for about a year. They would like to address
a tobacco/vape license.
3. Resolution 1-2026 Support of Municipal Housing Authority.

4. TIF Facade - Mallow Financial - 1120 S. Park Avenue
Motion made by Randy Crompton, seconded by Bill Sizemore to Approve TIF Facade - Mallow Financial -

Alderman Crompton asked about a dog that is running loose on the North end of town. Animal Control checked
and the dog wasn't out at the time, but they are working on it.
Alderman Crouse thanked Carrie and Carl for there work on the budget.
