MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF CITY OF HERRIN, ILLINOIS HELD AT HERRIN CITY HALL ON MONDAY, APRIL 27, 2026 AT 6:00PM Mayor Frattini called the meeting to order at 6:00pm. Mayor led us in prayer and Pledge of Allegiance was recited. Alderman Ahlgren, York, Crompton, Kinley, Miller, Crouse, Sizemore and Shoemake voted “Yea.” None voted Nay. TREASURE’S Treasurer Carl Goodwin- absent REPORT Budget Director Carrie Cravens – Insurance let the committee for the end of year June to May 30th. Council needs to decided if we go with health link or CIGNA. CODES Bret Childers, Codes Administrator stated grass is busy over 100 lawns and getting spring clean finished up PUBLIC Steve Miller, Chairman of Public Works Committee stated items on the agendas later on Tom Somers, Public Works Director stated Spring clean in completed and he will have a report on next meeting PUBLIC Randy Crompton, Chairman of the Public Improvement Committee stated nothing IMPROVMENT PUBLIC David Dorris, Police Chief stated we Lexie Austin graduate Friday and field training today SAFETY Shawn Priddy, Fire Chief Lucky with weather and front coming in lot. Stay safe. 1st Baptist church the basement is open to the community. Pastor Goldman to partner with the city of Herrin to provide shelter during bad weather. Jason Englebright, AC 1 absent David Shoemake, Chairman of the Public Safety Committee had nothing to report. We are still in talks with Fire department union. We are still discussing on pay raises. May the 1st is the goal. FIANANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before Council. Alderman York, Crompton, Kinley, Miller, Crouse, Sizemore, Shoemake, and Ahlgren voted “Yea”. None voted “Nay”. INSURANCE Scott Kinley, Chairman of the Insurance Committee – Carrie summed it up. Thx Carrie HERRIN Brett Crouse, Liaison for the Herrin Library stated summer reading program 5/28. Working on a media studio LIBRARY and record podcast, live stream, and available from zoom meeting and interviews. This is a great resource for LIAISON the community. HERRIN Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts $1,966.00 Door open at 5pm and CIVIC CENTER proud to host the lunch for HerrinFesta. LIAISON GRANT UPDATE Valerie Clodi stated – Completed application for flock cameras. Side project for more funding NEW BUSINESS ROAD CLOSURE MADISON STREET Motion made by Alderman Shoemake, seconded by Alderman Kinley to approve Road closure Madison Street FROM 301 from 301 Madison to the end of the block. Alderman Crouse, York, Sizemore, Shoemake, Crompton, Kinley, MADISON TO THE and Miller all voted “Yea”. None voted “Nay”. Alderman Ahlgren, Sizemore, Shoemake, Kinley, York, Crompton, and Miller all voted “Yea”. None votes “Nay”. Alderman Crouse abstained RESOLUTION 5- 2026 Motion made by Alderman Miller, seconded by Alderman Crompton approve Resolution 5-2026 HerrinFesta HERRINFRESTA Italiana Road Race. Alderman Kinley, Ahlgren, Sizemore, Crompton, Shoemake, Ahlgren, and Miller voted ROAD RACE “Yea”. None voted “Nay”. Alderman Crouse abstained RESOLUTION 6- Motion made Alderman Kinley, seconded by Alderman Ahlgren to approve Resolution 6-2026 HerrinFesta 2026 HERRINFESTA Italiana road closures. Alderman Kinley, Sizemore, Crompton, Shoemake, Ahlgren, Miller, and York all voted ROAD CLOSURE “Yah”. None voted “Nay”. Alderman Crouse abstained. APPOINT RYAN Motion made by Alderman Kinley, seconded by Alderman Sizemore to appoint Ryan Rash to the Herrin RASH TO THE Firefighter Pension Fund Board for the three-year term from May 1, 2026 to April 30th, 2029. Alderman HERRIN Ahlgren, Kinley, Sizemore, Miller, York, Crompton, Crouse, and Shoemake all voted “Yah”. None voted “Nay”. FIREFIGHTER PENSION FUND BOARD FOR A THREE-YEAR TERM MAY 1, 2026 TO APRIL 30TH, 2029 APPOINT TED Motion made by Alderman Miller, seconded by Alderman Shoemake to appoint Ted Oxendine to Herrin Police OXENDINE TO Pension Board for two-year term May 1, 2026 to April 30, 2028. Alderman Crouse, Kinley, Miller, Crompton, HERRIN POLICE York, Ahlgren, Shoemake, and Sizemore all voted “Yah”. None voted “Nay”. PENSION BOARD FOR TWO-YEAR TERM MAY 1, 2026 TO APRIL 30TH, 2028 BARGAINING Motion made by Alderman Miller, seconded by Alderman Shoemake to approve Bargaining agreement AGREEMENT between Laborers Local 773-Clerical & City of Herrin. Alderman Crouse, Sizemore, Ahlgren, Crompton, BETWEEN Kinley, Shoemake, York, and Miller all voted “Yah”. None voted “Nay”. LABORERS LOCAL 773-CLERICAL & CITY OF HERRIN None MAYOR COUNCIL Kinley stated thank you for Carrie for all her hard work. ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Crouse voted “Yea”. None voted “Nay”.
