MINUTES OF A SPECIAL MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE CITY OF HIGHLAND PARK, ILLINOIS MEETING DATE: November 8, 2025 MEETING LOCATION: Highland Park Police Department 1677 Old Deerfield Rd, Highland Park, IL 60035 CALL TO ORDER At 8:12 PM Chair Katz called the meeting to order and asked for a roll call. ROLL CALL Members Present: Chair Kiki Katz Commissioner Kris Byrnes Commissioner Evan Witkowski Members Absent: None Staff Present: Assistant HR Manager Nick Barnes, Chief of Police Lou Jogmen Others Present: None APPROVAL OF MINUTES Regular Meeting of the Board of Fire and Police Commissioners – September 26, 2025 Chair Katz requested a motion to approve the open and closed session Minutes of a Regular Meeting of the Board of Fire and Police Commissioners for the date of September 26, 2025. Commissioner Witkowski motioned to approve the minutes, Commissioner Byrnes seconded. On a voice vote: Voting Yea: Chair Katz, Commissioner Witkowski, Commissioner Byrnes Voting Nay: None Abstain: None Absent: None Special Meeting – Board of Fire and Police Commissioners -2- Chair Katz declared that the motion passed. Approval of the FY2026 Work Plan Chair Katz requested a motion to approve Fiscal Year 2026 Work Plan. Commissioner Witkowski motioned to approve the work plan, Commissioner Byrnes seconded. On a voice vote: Voting Yea: Chair Katz, Commissioner Witkowski, Commissioner Byrnes Voting Nay: None Abstain: None Absent: None Chair Katz declared that the motion passed. CLOSED SESSION Chair Katz requested a motion that the Board of Fire and Police Commissioners close its meeting to the public pursuant to Section 2(c) of the Illinois Open Meetings Act (5 ILCS 120/2(c)) for the purpose of discussing personnel matters. Commissioner Witkowski motioned to move to closed session, Commissioner Byrnes seconded. On a voice vote: Voting Yea: Chair Katz, Commissioner Witkowski, Commissioner Byrnes Voting Nay: None Abstain: None Absent: None Special Meeting – Board of Fire and Police Commissioners -3- At 8:14 AM the Board of Fire and Police Commissioners recessed the public portion of the meeting to meet in closed session. Acting chair Witkowski reconvened the open session of the Board of Police and Fire Commissioners at 5:03 PM and asked for a roll call. Members Present: Commissioner Kris Byrnes Commissioner Evan Witkowski Members Absent: Chair Kiki Katz Staff Present: Assistant HR Manager Nick Barnes, Chief of Police Lou Jogmen Others Present: None CLOSED SESSION REVIEW The Board interviewed candidates for Police Officer (Entry Level). Chair Katz left the meeting at 10:45 AM. SCHEDULED BUSINESS A. Establishment of Initial Eligibility List Police Officer (Entry Level) The Board assigned a score for the Oral Interview and determinations for the Polygraph and initial background check, by consensus, via written determination for Police Officer (Entry Level) candidates. OTHER BUSINESS There was no other business. BUSINESS FROM THE PUBLIC There was no business from the public. ADJOURNMENT Acting Chair Witkowski entertained a motion by Commissioner Byrnes to adjourn the meeting. Acting Chair Witkowski seconded. On a voice vote: Special Meeting – Board of Fire and Police Commissioners -4- Voting Yea: Acting Chair Witkowski, Commissioner Byrnes Voting Nay: None Abstain: None Absent: Chair Katz Acting Chair Witkowski declared that the motion passed. The Board of Police and Fire Commissioners adjourned its meeting at 5:10 PM.
