MINUTES OF A SPECIAL MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE CITY OF HIGHLAND PARK, ILLINOIS MEETING DATE: May 8, 2026 MEETING LOCATION: Highland Park City Hall 1707 St. Johns Ave, Highland Park, IL 60035 CALL TO ORDER At 3:46 PM Chair Witkowski called the meeting to order and asked for a roll call. ROLL CALL Members Present: Chair Evan Witkowski Commissioner Mayla Arceo Dicker Commissioner Kris Byrnes Members Absent: None Staff Present: Human Resources Manager Nick Barnes Others Present: None APPROVAL OF MINUTES Special Meeting of the Board of Fire and Police Commissioners – April 10, 2026 Chair Witkowski requested a motion to approve the open and closed session Minutes of a Special Meeting of the Board of Fire and Police Commissioners for the date of April 10, 2026. Commissioner Arceo Dicker motioned to approve the minutes, Commissioner Byrnes seconded. On a voice vote: Voting Yea: Chair Witkowski, Commissioner Byrnes, Commissioner Arceo Dicker Voting Nay: None Abstain: None Absent: None Special Meeting – Board of Fire and Police Commissioners -2- Chair Witkowski declared that the motion passed. CLOSED SESSION There was no closed session. CLOSED SESSION REVIEW There was no closed session. SCHEDULED BUSINESS A. Approval of a Police Officer (Entry Level) Eligibility Process Chair Witkowski entertained a motion from Commissioner Arceo Dicker for the Board to approve City staff to conduct a Police Officer (Entry Level) Eligibility process consistent with past practices. Commissioner Byrnes seconded. On a voice vote: Voting Yea: Chair Witkowski, Commissioner Byrnes, Commissioner Arceo Dicker Voting Nay: None Abstain: None Absent: None OTHER BUSINESS Approval to Extend the Firefighter / EMT I / EMT II Register of Eligibles Chair Witkowski entertained a motion from Commissioner Arceo Dicker for the Board to extend the current Firefighter / EMT I / EMT II Register of Eligibles, currently set to expire on May 22, 2026, for an additional six-month period pursuant to Section 3.5(A)(1) of the Board’s Rules and Regulations. Commissioner Byrnes seconded. On a voice vote: Voting Yea: Chair Witkowski, Commissioner Byrnes, Commissioner Arceo Dicker Voting Nay: None Abstain: None Absent: None Special Meeting – Board of Fire and Police Commissioners -3- BUSINESS FROM THE PUBLIC There was no business from the public.
