MIN LCC 240923 Page 3 of 7 MINUTES OF A SPECIAL MEETING OF THE LIQUOR CONTROL COMMISSION OF THE CITY OF HIGHLAND PARK, ILLINOIS MEETING DATE: Monday, September 23, 2024 MEETING LOCATION: City Council Chambers, City Hall 1707 St. Johns Avenue, Highland Park, Illinois CALL TO ORDER At 4:00 PM, Chair Rotering called the meeting to order and asked the Assistant to the City Manager to call the roll: ROLL CALL Members Present: Chairman Rotering, Commissioner Stone, Commissioner Blumberg Members Absent: None Chairman Rotering declared a quorum was present. Staff Present: Ghida Neukirch, Lou Jogmen, Ashley Palbitska Also Present: Deputy Corporation Counsel Hart Passman; David Sloane - DINX BUSINESS FROM THE PUBLIC There was no business from the public. SCHEDULED BUSINESS 1. Consideration of an Amendment to the City Code to create a new liquor license category for Self-Serve Establishments Mayor Rotering noted that the Commissioners have reviewed the information related to the request for a new license category for Self-Serve Establishments. David Sloane, owner of DINX Social Club, presented information as it relates to his business model, how the system would work, security built in to the system, how IDs will be checked and the steps that will be taken to ensure there are no sales or service to underage individuals. The Commission and Mr. Sloane discussed in detail all of the information that was presented. Chairman Rotering, Deputy Corporation Counsel Passman, and Staff discussed concerns with the new license category and next steps to present the information to the full Council in regards to a new license category. The Commission was in consensus to move forward with a new license category specifically for Self-Service establishments. Page 4 of 7 Special Meeting – Liquor Control Commission September 23, 2024 -2- ADJOURNMENT Chairman Rotering entertained a motion to adjourn the meeting. Commissioner Stone moved to adjourn. Commissioner Blumberg seconded the motion. On a voice vote, the Chairman declared the motion passed unanimously. The Commission adjourned its meeting at 4:48 PM. This is the first citation issued to an Infuse Hospitality d/b/a Braeside Market employee for the sale of alcohol to a minor. Staff is seeking direction from the Liquor Control Commission.
