For matters which have state-mandated public hearings pursuant to Chapter 166,Florida
Statutes, and the Jacksonville Ordinance Code, including quasi-judicial matters and those
items which fall under the public participation requirements of Section 286.0114, Florida
Statutes, the Council will allow for the public to provide their comments in person at the
physical location- City Council Chambers, but CDC guidelines will be adhered to due to
COVID-19. Concurrent with the expiration of Mayor Curry's Emergency Executive
Proclamation 2020-005, any member of the public entering City-owned public buildings may
choose to wear a mask inside the building. Council strongly encourages the use of masks for
all employees and visitors, especially when social distancing at 6 feet (or more) is not
possible. Council will make masks available for visitors and the public. You may attend the
meeting virtually (for viewing only- no participation in public comment or public hearings).
The public may also provide comments by electronic mail to ccmeeting05252021@coj.net or
by other written comment submitted to the Legislative Services Division, but written comments
and emails will not be read into the record at the meetings. Instructions for the public as to the
methods of communication will be provided in the notice.
If a person decides to appeal any decision made by the Council with respect to any matter
considered at such meeting, such person will need a record of the proceedings,and for such
purposes, such person may need to ensure that a verbatim record of the proceedings is
made, which record includes the testimony and evidence upon which the appeal is to be
based.

COMMENTS FROM THE PUBLIC-Per Ord 2020-320-E,C.R. 3.603- The public
comment portion of a regular Council meeting shall be scheduled at the
beginning of the business portion of each meeting immediately following
Quasi-Judicial actions. Comments from the public given during the public
comments portion of the meeting, except scheduled public hearing
comments, shall be limited to three minutes per person and no person
shall be allowed to give or transfer his/her time to speak to another person.
The Council shall reserve up to one and one-half (1.5) hours of time for the
public comment period. The deadline for filling out and submitting a
speaker’s card for public comment is 60 minutes after the published start
time of the Council meeting. When there are multiple speakers, the time
allocated per person shall be divided so as to allow as many speakers as
possible a turn to speak. Each person addressing the Council shall
proceed to the place assigned for speaking, give his/her name and county
residence in an audible tone of voice for the records.
