Workforce Training Initiative Presentation
Presentation by James Coleman, Workforce Industrial Training
James Coleman with Operation Boost said the program has seen 75 students complete the
training; 90% of graduates have been hired and 85% of those hired have been retained in
jobs. Operation Boost has been working with the City’s JSEB program and with Hispanic
organizations regarding training opportunities for minorities. The program has reached the
end of its City funding and it still has 125 people on the waiting list trying to get into the
training program. Employers are still looking for their graduates. He hopes that the City will
appropriate more funding to keep the good work going. Council Member Freeman asked if
there are other potential funding sources aside from the City; Mr. Coleman said he has not
explored that since he’s been concentrating on using the City resources well.

Council Auditor Report
Council Auditor Kim Taylor discussed two recently released reports:
Report #813A - Follow-up on Tourist Development and Convention Development Taxes Audit:
the original audit looked at City controls for calculations and receipt of bed tax payments . It
found that the Finance Department didn’t have sufficient processes for control. The Tax
Collector has a new payment control system so the Auditor’s Office will go back and follow up
on the audit again to check on computer access rights and one identified problem with
calculation of amount of bills that were paid with both the wrong amount and paid late . Ms.
Taylor pointed out that peer-to-peer rentals (i.e. Airbnb) are still problematic as most don’t pay
the bed tax. Her office has calculated the lost revenue at possibly $500,000 per year. The
issue of peer-to-peer rentals will require City Council resolution of zoning and regulatory
issues with regard to those rentals. Chairman Salem asked if individual hosts can pay the bed
tax on their own; Ms. Taylor said they could and some do. If the City had an agreement with
Airbnb and other rental platforms, they would pay the tax for their clients.
Report #851 - DAVID (Driver and Vehicle Information Database) Compliance Attestation/Clerk
of Courts: the Florida Department of Highways and Motor Vehicles requires that users of the
DAVID system report periodically on control of access to that system. Several items were
identified and all were rectified. No major issues were found.
Emergency Rent Assistance Program
Deputy CAO Stephanie Burch gave an update on the Emergency Rental Assistance Program .
4,473 households have received funding in the amount of $26.7M for rental assistance. 1,368
households have received utility assistance in the amount of $920,592 and $580,000 is rolling
over to ERAP2. 651 households have received $2.7M in mortgage relief with $1.3M
remaining. Ms. Burch said that ERAP 1 has been completed and all funding distributed to the
disbursing agencies. Only a couple of hundred applications have been received thus far for
ERAP 2 so the need seems to be slowing down - $25M is available that can only be used for
rent and utility assistance. The funds need to be spent by the end of September 2023, so
there is still time for people to apply and utilize the funds for eligible purposes. Chairman
Salem requested that the assistance availability be re-advertised so the public knows there
are funds available.

installation, and tickets provided to the City. The revised agreement provides for higher
annual guarantees to the schools to match other neutral site games and also provides
for additional revenue options for the City via sponsorships.

Carnell Oliver said a lot of small organizations in the community produce good results but
don’t get support from the City Council because the council members direct funds to their
favorite organizations. There needs to be more transparency in how funds are allocated and
more information about their availability. There needs to be more accountability about
availability and allocation of local, state and federal funds.
