Concern:
General Fund – GSD fund balance (i.e. operating reserves) is being used to fund
recurring program costs. As part of the FY 2018/19 year-end close out, $1,880,120 was
recaptured from Kids Hope Alliance fund balance to the General Fund – GSD operating
reserve. This amount is now being appropriated back to the Kids Hope Alliance to fund
the programs outlined in this legislation.
