City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Pending Approval Wednesday, February 17, 2021 5:00 PM City Hall, Council Chambers Arts Commission Commission Members Quinn Adamowski Eryn Blaser Lori Carmine Valerie Devine Erick Deshaun Dorris Roxianna Fuqua Eric Gorder Lauren Las Crystal Malone Brett Marcum Megan Millen Jennifer Moore Sue Regis Theresa Rouse John Simpson, Jr. Peg (Marguerite) Stoiber Deborah Summers Arts Commission Meeting Minutes - Pending Approval February 17, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. Liaison notes two sets of minutes will be on for the March meeting, January and February. CITIZENS TO BE HEARD ON AGENDA ITEMS None NEW BUSINESS Committee Reports Funding Committee-Eryn Blaser, Chairperson Funding subcommittee chairman Eryn Blaser provides an update on the two grants being pursued by the committee. Erick Dorris weighs in on their timeline and application requirements. Blaser notes the subcommittee is seeking feedback from the Commission on what additional funding opportunities to pursue. An extended conversation takes places dicussing merits of each suggested project. Support for partnering with the City Center Partnership on the Beautification Committee is voice by Millen and Carmine. Dorris suggests a vote to approve the Funding subcommittee partners with the CCP Beautification committee. A motion was made by Carmine, seconded by Simpson, Jr, to approve a partnership between the funding subcommittee and City Center Partnership beautification committee . Need to assess condition of each using books provided as a starting point. Need to create a database for determining condition of murals. The subcommittee plans to reach out to the original artists who worked on them for input on subject, contacting local past artists and have further discussion at upcoming subcommittee. Discussion: Appointment of chairperson for Arts Incubation subcommittee Current Chairman Eric Gorder expresses the need to stepdown as chairman. Shares that the subcommittee unanimously recommends that Quinn Adamowski take the position of chairman for the Incubation subcommittee For Action: Appointment of Chairperson(s) for Arts Incubation subcommittee A motion was made by Regis, seconded by Blaser, tp appoint Quinn Adamowski as chairman of the Incubation Subcommittee. The motion carried by the following vote: Aye: Adamowski, Blaser, Carmine, Devine, Dorris, Gorder, Las, Millen, Regis, Rouse, Simpson Jr and Summers Absent: Fuqua, Malone, Marcum, Moore and Stoiber Non-Voting Committee Members Chairman Dorris invites any subcommittees to share updates on non-voting committee members. Discussion: Proposed non-voting members for committees by committee chairpersons Funding subcommitee chairman Eryn Blaser shares the names of individuals she has reached out to: Christina Born, Elizabeth Avilex and Ron Romiro as potential non-voting members. Discussion: Next Steps for confirming non-voting committee members Chairman Dorris shares that the Vision 2020 subcommittee will need to schedule a meeting to further discuss the details of the non-voting members addition and how to execute properly. DESIGNATION OF OFFICERS Discussion: Officers and Elections Chairman Dorris shares that the election of officers were due in January and they need to be voted on per the bylaws. Also notes that no officer can serve in a position for more than two consecutive years. Nominations for Chairperson Adamowski nominates Erick Dorris as chairman. No other nominations are received. The motion carried by the following vote: Aye: Adamowski, Blaser, Carmine, Devine, Gorder, Las, Millen, Regis, Rouse, Simpson Jr and Summers Absent: Fuqua, Malone, Marcum, Moore and Stoiber Abstain: Dorris Nominations for Vice Chairperson Carmine nominates Quinn Adamowski for vice chairperson. No other nominations received. For Action: Vote on Vice Chairperson A motion was made by Lori Carmine, seconded by Erick Deshaun Dorris, to appoint Quinn Adamowski as the vice chairman for the Arts Commission. The motion carried by the following vote: Aye: Blaser, Carmine, Devine, Dorris, Gorder, Las, Millen, Regis, Rouse, Simpson Jr and Summers Absent: Fuqua, Malone, Marcum, Moore and Stoiber Abstain: Adamowski Nominations for Secretary Devine nominates Megan Millen for secretary of the Arts Commission. No other nominations are received. For Action: Vote on Secretary A motion was made by Valerie Devine, seconded by Sue Regis, to appoint Megan Millen as secretary of the Arts Commission.
