During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CITIZENS TO BE HEARD ON AGENDA ITEMS None COMMITTEE REPORTS Page 2 of 2 Arts Commission Meeting Minutes - Final March 17, 2021 Funding Committee-Eryn Blaser, Chairperson Blaser notes the recap of the IACA grant will come later in the agenda. Reviews the partnership with the City Center Partnership and beautification committee. Notes a new opportunity with Elder Brewing which will include the Commission, local artists and Art Movement Inc. and its possibility as a fundraiser and paid opportunity for local artists. NEW BUSINESS For Action: Recommendation to Rename "Vision 2020" subcommittee A motion was made by Carmine, seconded by Marcum, to rename the Vision 2020 subcommittee to the Vision 2021 subcommittee. A motion was made by Marcum, seconded by Gorder, to appoint Lizbeth Aviles as a non-voting subcommittee member to the Funding Subcommittee.. A motion was made by Millen, seconded by Carmine, appoint Christina Bourne as a non-voting subcommittee member to the Funding Subcommittee. The motion carried by the following vote: Aye: Adamowski, Blaser, Carmine, Devine, Dorris, Gorder, Las, Marcum, Millen, Regis, Rouse and Summers Absent: Fuqua, Malone, Moore, Simpson Jr and Stoiber Page 1 of 2 Arts Commission Meeting Minutes - Final March 17, 2021 Discussion: Subcommittee meetings and logistics for chairperson Chairman Dorris reiterates the goals for each subcommittee and encourages them all to meet regularly as work will mostly get done at the subcommittee level. Staff Liaison Katie Smith shares that she will reach out to each subcommittee chairman to review instructions for holding subcommittee meetings, taking minutes and other processes prior to the subcommittees next meetings. OLD BUSINESS Current Grant Applications Chairman Dorris reviewed the IACA grant currently being completed. He thanked the City for their cooperation in providing information. The grant is on track to be submitted prior to the March 30 deadline. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None. PUBLIC COMMENT Cesar Escutia addressed the Commission and presented the idea of redesigning the City flag. His contact information was taken and he will be contacted by a member of the Commission in order to discuss the suggestion and potential project. Vice-chairman Adamowski asked that the new flag design be placed on the April agenda for discussion. Donna Franks-Tapley introduced herself to the Commission as an art educator and someone who is interested in getting involved with the community. Her contact information was also taken and the chairman will reach out to her concerning future involvement. ADJOURNMENT A motion was made by Carmine, seconded by Las, that the March 17, 2021 meeting be adjourned. The motion carried unanimously. This meeting will be held in an accessible location.
