City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Wednesday, April 21, 2021 5:00 PM City Hall, Council Chambers Arts Commission Commission Members Quinn Adamowski Eryn Blaser Lori Carmine Valerie Devine Erick Deshaun Dorris Roxianna Fuqua Eric Gorder Lauren Las Crystal Malone Brett Marcum Megan Millen Jennifer Moore Sue Regis Theresa Rouse John Simpson, Jr. Peg (Marguerite) Stoiber Deborah Summers Arts Commission Meeting Minutes - Final April 21, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. Present Quinn Adamowski, Eryn Blaser, Lori Carmine, Valerie Devine, Erick Deshaun Dorris, Eric Gorder, Lauren Las, Brett Marcum, Megan Millen, Sue Regis, Theresa Rouse, John Simpson Jr, Peg (Marguerite) Stoiber and Deborah Summers Absent Roxianna Fuqua, Crystal Malone and Jennifer Moore PRESENTATION: Joliet Flag Design, Cesar Escutia Cesar Escutia and Crystal Scott present a new City of Joliet flag concept to the commission. Chairman Dorris discusses the next steps for this proposal and its assignment to a subcommittee later in the agenda. APPROVAL OF MINUTES A motion was made by Millen, seconded by Carmine, that the March 17, 2021 meeting minutes be approved. The motion carried by the following vote: Aye: Adamowski, Blaser, Carmine, Devine, Dorris, Gorder, Las, Marcum, Millen, Regis, Rouse, Simpson Jr, Stoiber and Summers Absent: Fuqua, Malone and Moore TMP-1210 Attachments: 0317 Full Commission Meeting Minutes for Approval CITIZENS TO BE HEARD ON AGENDA ITEMS None. NEW BUSINESS Page 2 of 2 Arts Commission Meeting Minutes - Final April 21, 2021 Committee Reports Committee Reports Funding Subcommittee-Eryn Blaser, Chairman Funding Subcommittee Chairman Eryn Blaser discusses the status of the downtown Joliet art project created in partnership with the City Center Partnership Beautification Committee. Some discussion about the final timeline and the operation of the raffle is had. The committee also reports that their first grant was submitted and the next is due on June 30. TMP-1456 Attachments: CCP - Arts Commission Project Guidelines Arts Incubation Subcommittee-Quinn Adamowski, Chairman Incubation Subcommittee Chairman Quinn Adamowski recaps the existing mural assessment project and the next steps taken. Arts Innovation Subcommittee-Lori Carmine, Chairman Innovation Subcommittee Chairman Lori Carmine discusses the updates and changes made to the arts & events website and the future additions to the site. Lori also states that the community calendar is live and all commissioners and their organizations can submit all upcoming events to it. The subcommittee has also discussed the use of social media and how best to utilize it for the commission. For Action: Assignment of Joliet Flag Design to Subcommittee The commission welcomes a redesign of the City flag as a long-term initiative and discusses the Incubation subcommittee taking on the project. A motion was made by Carmine, seconded by Simpson, Jr, that the Joliet flad redesign project be assigned to the Incubation subcommittee. The motion carried by the following vote: Aye: Adamowski, Blaser, Carmine, Devine, Dorris, Gorder, Las, Marcum, Millen, Regis, Rouse, Simpson Jr, Stoiber and Summers Absent: Fuqua, Malone and Moore OLD BUSINESS Chairman Dorris discusses the use of the community calendar and asks all commissioners and any organizations they are affiliated with to send in events for posting to the calendar by the next commission meeting on May 19, 2021.
