City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes - Final Wednesday, May 19, 2021 5:00 PM City Hall, Council Chambers Arts Commission Commission Members Quinn Adamowski Eryn Blaser Lori Carmine Valerie Devine Erick Deshaun Dorris Roxianna Fuqua Eric Gorder Lauren Las Crystal Malone Brett Marcum Megan Millen Jennifer Moore Sue Regis Theresa Rouse John Simpson, Jr. Peg (Marguerite) Stoiber Deborah Summers Arts Commission Meeting Minutes - Final May 19, 2021 As Phase 4 of the Restore Illinois Plan continues, Governor Pritzker is moving Illinois forward to a Bridge to Phase 5 mitigation on Friday, May 14, 2021. In order to adhere to social distancing guidelines, the capacity in Council Chambers will remain at 18 members of the public. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Dr. Theresa Rouse attending over the phone. Present Quinn Adamowski, Eryn Blaser, Lori Carmine, Valerie Devine, Erick Deshaun Dorris, Eric Gorder, Lauren Las, Crystal Malone, Megan Millen, Sue Regis, Theresa Rouse, John Simpson Jr and Peg (Marguerite) Stoiber Absent Roxianna Fuqua, Brett Marcum, Jennifer Moore and Deborah Summers APPROVAL OF MINUTES A motion was made by Carmine, seconded by Millen, that the April 21, 2021 meeting minutes be approved. The motion carried unanimously. TMP-1562 Attachments: April 21 Commission Meeting Minutes for Approval CITIZENS TO BE HEARD ON AGENDA ITEMS None. NEW BUSINESS Committee Reports Funding Subcommittee-Eryn Blaser, Chairperson Funding subcommittee chairman Eryn Blaser reports that the funding subcommittee has met twice since the April Commission meeting. The commission did not receive the first grant applied for but will continue to pursue other eligible grants. Blaser continues to work with the City Center Partnership on the art installation process and needs to work out raffle details. The subcommittee plans to pursue the County and City for funding. Page 2 of 2 Arts Commission Meeting Minutes - Final May 19, 2021 Arts Incubation Subcommittee-Quinn Adamowski, Chairperson Incubation subcommittee chairman Quinn Adamowski reports that the subcommittee has evaluated all existing murals and moving forward will address the received public comments. Next steps are to have preliminary conversations about the recommendation for addressing established murals and bring a slate of non-voting members to the commission for approval. Arts Innovation Subcommittee-Lorinda Carmine, Chairperson Innovation chairperson Lori Carmine reports that the subcommittee discussed an arts commission logo contest. There was some discussion about an appropriate award or prize for the design that is selected. The subcommittee will continue to work out details. OLD BUSINESS None. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Quinn Adamowski reports that he is aware of CDBG funding available for the creation of art in distressed areas of the City. Due date for projects is May 28, 2021. The commission asks some follow up questions on eligible projects. Lori Carmine shared details on the upcoming Art in the Park event. PUBLIC COMMENT Donna Franks-Tapley addresses the Commission with her background as an artist and educator. Quinn Adamowski asks Ms. Franks-Tapley if she would be interested in joining the Incubation subcommittee and recaps the projects at hand. Adamowski will reach out to Ms. Franks-Tapley after the meeting. ADJOURNMENT A motion was made by Carmine, seconded by Simpson, Jr, that the May 21, 2021 meeting be adjourned.
