1. ROLL CALL
The meeting was called to order at 5:08 P.M.

2. APPROVAL OF MINUTES

A motion was made by Millen, seconded by Carmine, to approve the January
18, 2023 minutes. The motion carried by the following vote:
Aye: Adamowski, Carmine, Gorder, Millen, Simpson Jr, Summers,
Wheeler, Cordero and Franks-Tapley
Excused: Stoiber
Absent: Posley, Palya, Wright, Peerbolte and Brzycki
Abstain: Alvarado

A. Appointment of Greg Peerbolte to the Innovation Committee
A motion was made by Lori Carmine, seconded by Priscilla Cordero, to approve the
appointment of Greg Peerbolte to the Innovation Committee. The motion carried by the
following vote:
Aye: Adamowski, Carmine, Gorder, Millen, Simpson Jr, Summers,
Wheeler, Alvarado, Cordero and Franks-Tapley
Excused: Stoiber
Absent: Posley, Palya, Wright, Peerbolte and Brzycki

B. Appointment of Emily Brzycki, Donna Franks-Tapley, and Ellis Wright
to the Events Committee
A motion made by Alvarado, and seconded by Carmine, to approve the appointments of
Emily Brzycki, Donna Franks-Tapley, and Ellis Wright to the Events Committee. The motion
carried with the following vote:
Aye: Adamowski, Carmine, Gorder, Millen, Simpson Jr, Summers,
Wheeler, Alvarado, Cordero and Franks-Tapley
Excused: Stoiber
Absent: Posley, Palya, Wright, Peerbolte and Brzycki
C. Removal of John Simpson from the Funding Committee
A motion was made by Carmine, seconded by Wheeler, to remove John Simpson from the
Funding Committee so that he may serve on other Committees. The motion carried by the
following vote:
Aye: Adamowski, Carmine, Gorder, Millen, Simpson Jr, Summers,
Wheeler, Alvarado, Cordero and Franks-Tapley
Excused: Stoiber
Absent: Posley, Palya, Wright, Peerbolte and Brzycki
D. Appointment of Priscilla Cordero, Donna Franks-Tapley, and Ellis
Wright to the Funding Committee
A motion was made by Millen, seconded by Carmine, to approve the appointments of Priscilla
Cordero, Donna Franks-Tapley, and Ellis Wright to the Funding Committee. The motion
carried by the following vote:
Aye: Adamowski, Carmine, Gorder, Millen, Simpson Jr, Summers,
Wheeler, Alvarado, Cordero and Franks-Tapley
Excused: Stoiber

A motion was made by Simpson, seconded by Alvarado, to approve the appointment of Quinn
Adamowski to the Bylaws Committee. The motion carried by the following vote:

Wheeler, Alvarado, Cordero and Franks-Tapley

A. Update on the Commission's Use of the City Grants Coordinator
Staff liaison Heitner provided an update on the City's new Grants Coordinator. Heitner
indicated that the new Grants Coordinator might be able to provide some assistance toward
administration of grants from the Commission going forward. Staff will try to have the new
Grants Coordinator attend a future Funding Committee or Full Commission meeting in the
near future.
B. Discussion of Arts Commission Bylaws
Commissioner Millen provided an overview of the existing Bylaws. Committee specific
language was removed in the past year. The Commission then reviewed the Bylaws to
provide a better understanding for new members.
Commissioner Adamowski addressed the Commission's need to appoint a Chair, Vice-Chair,
and Secretary at its March meeting.

i. Funding
ii. Incubation
Commissioner Adamowski mentioned the Incubation Committee's initial review of the Elgin
Public Arts Plan and whether the Joliet Arts Commission could adopt certain strategies from
the Plan to use in a public arts plan for Joliet. Discussion was had regarding when public art
items would require City Council view versus only in-house review from the Arts Commission.
Adamowski encouraged everyone to offer input in the coming weeks and months while the
Incubation Committee formulates the plan. Commissioner Millen mentioned that the Village of
Flossmoor has a strong public arts plan that is worth researching. Commissioner
Franks-Tapley suggested the Commission make a list of arts projects it would like to see be
completed.
Staff liaison Heitner advised Committee members to coordinate future Committee meetings
with him at least four business days before the proposed meeting.
iii. Innovation
Commissioner Carmine mentioned that the Innovation Committee is looking to better work
within the City's timelines.

Commissioner Alvarado volunteered to serve on the Innovation Committee. His appointment
will be an agenda item on the full Arts Commission agenda for the March 15, 2023 meeting.
7. COMMISSIONER COMMENTS
Commissioner Simpson encouraged new Commissioners to complete the required Open
Meetings Act training before their next Commission or Committee meeting.
