Meeting went into Recess 1. ROLL CALL The Commission voted unanimously to elect Quinn Adamowski as acting Chair for the June 21, 2023 meeting. Present Quinn Adamowski, Lori Carmine, John Simpson Jr, Peg (Marguerite) Stoiber, David Wheeler, Giovanni Alvarado, Ellis Wright and Donna Franks-Tapley Absent Eric Gorder, Lonnie Posley, Priscilla Cordero, Sarah Palya and Greg Peerbolte 2. APPROVAL OF MINUTES April 19, 2023 Arts Commission Minutes TMP-6072 Attachments: Minutes_Arts Commission_04.19.2023 A motion was made by Lori Carmine, seconded by Giovanni Alvarado, to approve COUNCIL MEMO #TMP-6072: April 19, 2023 Arts Commission Minutes. The motion carried by the following vote: Aye: Adamowski, Carmine, Simpson Jr, Stoiber, Summers, Wheeler, Alvarado, Wright and Franks-Tapley Absent: Gorder, Posley, Cordero, Palya and Peerbolte 3. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. 2023 Arts Commission Goals - Approval of Bylaws Amendments Marked Up Bylaws with June 2023 Revisions TMP-6073 Attachments: Art Commission Bylaws_markups for June 2023 Revisions Liaison Heitner explained the proposed Bylaws amendments that were recommended for adoption from the April 19, 2023 meeting. Revised Bylaws for June 2023 TMP-6074 Attachments: Art Commission Bylaws_June 2023 Revisions_Clean A motion was made by Lori Carmine, seconded by Giovanni Alvarado, to approve COUNCIL MEMO #TMP-6074: Revised Bylaws for June 2023. NEW BUSINESS A. Discussion of Commissioners to Serve on the Events Committee The Commission discussed the nature of the Events subcommittee, that it would help plan not only events, but also short-term special projects. Commissioners Carmine, Wheeler, and Alvarado volunteered to join the Events subcommittee. Commissioners Simpson, Franks-Tapley, and Wright were already on the subcommittee. B. Appointment of New Commissioners to Serve on the Events Committee The Commission approved the addition of Carmine, Wheeler, and Alvarado to the Events subcommittee by a vote of 9-0. A motion was made by Peg (Marguerite) Stoiber, seconded by Lori Carmine, to approve the addition of Carmine, Wheeler, and Alvarado to the Events subcommittee. The motion carried by the following vote: Aye: Adamowski, Carmine, Simpson Jr, Stoiber, Summers, Wheeler, Alvarado, Wright and Franks-Tapley Absent: Gorder, Posley, Cordero, Palya and Peerbolte C. Discussion of New Commissioners to Serve on the Funding Committee D. Appointment of New Commissioners to Serve on the Funding Committee A motion was made by Giovanni Alvarado, seconded by Ellis Wright, to approve the appointment of Commissioners Carmine and Summers to the Funding subcommittee. The motion carried by the following vote: Aye: Adamowski, Carmine, Simpson Jr, Stoiber, Summers, Wheeler, Alvarado, Wright and Franks-Tapley Absent: Gorder, Posley, Cordero, Palya and Peerbolte E. Discussion of Commissioners to Serve on the Public Art and Policy Committee F. Appointment of New Commissioners to Serve on the Public Art and Policy Committee A motion was made by John Simpson, Jr, seconded by Ellis Wright, to approve the appointment of Commissioners Wheeler, Stoiber, Adamowski, Simpson, and Carmine to the Page 2 of 4 Arts Commission Meeting Minutes - Final June 21, 2023 Public Art and Policy subcommittee. The motion carried by the following vote: Aye: Adamowski, Carmine, Simpson Jr, Stoiber, Summers, Wheeler, Alvarado, Wright and Franks-Tapley Absent: Gorder, Posley, Cordero, Palya and Peerbolte G. Review and Discussion of a Proposed Mural at the Southwest Corner of N. Broadway Street and Theodore Street Liaison Heitner provided an overview of a potential new mural located at 1529 N. Broadway Street. Heitner explained that the proposed mural requires review by the City's Zoning Board of Appeals and that the City wanted to obtain comments from the Arts Commission prior to the Zoning Board meeting. Adamowski asked if the artist planned to add a Route 66 title to the mural and if there are larger plans to brand and market this area as a Route 66 destination. Simpson asked whether the new mural on Cass Street went through the Zoning Board variation process. Adamowski remarked that the artist for that mural did not go through a formal city review process. The Commissioners then asked what is the difference between a sign and a mural. Liaison Heitner added that these definitions will ideally be flushed out in an upcoming Zoning Ordinance amendment and Arts Policy Plan. The Commissioners also commented that it will be difficult to view the mural from Broadway Street. Mural Memo Packet_V2 TMP-6077 Attachments: Mural Memo Packet_V2 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Committee Reports The Bylaws report was completed by way of discussion of the earlier Bylaws changes. PUBLIC COMMENT Simpson asked if the Arts Commission can receive any funds from the sale of "Ready to Rock" guitars. Adamowski stated that it's difficult to determine if funds from the project will come to the Arts Commission, since it and the Arts Movement were not included in the planning process. Alvarado asked if there are survey updates on the City Square project. Heitner stated that Jayne Bernhard will likely be back in front of the Commission to provide an overview of the next phase of design. Carmine asked if there were new members applying to the Commission. Heitner stated that 1-3 new members might be joining the Commission within the next month. After their appointment, the issue of changing the quorum threshold could be readdressed .
