ROLL CALL The meeting was called to order at 5:00 p.m. Present Lori Carmine, Eric Gorder, John Simpson Jr, Peg (Marguerite) Stoiber, Ron Romero, Giovanni Alvarado, Ellis Wright, Donna Franks-Tapley, Greg Peerbolte, Tom Grotovsky and Deborah Summers Absent Quinn Adamowski, David Wheeler, Vince Logan and Lonnie Posley 2. APPROVAL OF MINUTES Attachments: Oct 18 Full Arts Commission Meeting Minutes A motion was made by Lori Carmine, seconded by Giovanni Alvarado, to approve the Meeting Minutes - October 18, 2023. The motion carried by the following vote: Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Alvarado, Wright, Franks-Tapley, Peerbolte, Grotovsky and Summers Absent: Adamowski, Wheeler, Logan and Posley 3. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. FY24 Rebuild Illinois Cultural Capital Planning Grant Update Staff Liaison Heitner provided an overview of the grant submittal request for $40,000 to have a vendor study potential artistic lighting options in and around Downtown Joliet. Heitner anticipates notification of that award by January. 5. NEW BUSINESS A. City Square Sculpture RFP Heitner provided some background on the RFP and the Public Art and Policy's Subcommittee work to this point. Heitner stated staff's goal of issuing the RFP by the first quarter of 2024. Heitner asked if the Commission is comfortable with the proposed Design Specifications. Carmine added that the circle should be 20 ft. in diameter as viewed by both sides. Peerbolte made a motion to approve the Design Specifications with Carmine's addition. The motion was seconded by Carmine and approved unanimously. Heitner stated that he would prefer an all online submittal for the RFP and is working with staff Page 1 of 4 Arts Commission Meeting Minutes - Final November 15, 2023 on how to make that possible. The Commission expressed confidence in letting staff continue to work on the RFP document, with intent to report back on a final draft of the RFP before publication. Attachments: Draft RFP for City Square Signature Sculpture_Nov 15 Arts Commission A motion was made by Greg Peerbolte, seconded by Lori Carmine, to approve COUNCIL MEMO #TMP-6668: Draft City Square Sculpture RFP with approval of the Design Specifications and a 20-ft. in diameter circular pad for the sculpture. The motion carried by the following vote: Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Alvarado, Wright, Franks-Tapley, Peerbolte, Grotovsky and Summers Absent: Adamowski, Wheeler, Logan and Posley Attachments: City Square Sculpture. Joliet Arts Commission - Public Art Policy Attachments: Public Arts Policy draft 1_RH.edits Heitner provided some perspective on his comments on the most recent version of the Art Policy document. Heitner stated that some of the gaps in certain sections of the document need to be filled in, and that certain items needed to be defined. Commissioner Romero stated that he and Commissioner Stoiber would continue working on the document, with the ultimate intention having staff make final edits before presentation back to the full Commission for adoption. Heitner stated Commissioners with additional edits for the Policy document should send those comments to him and that he would distribute comments accordingly for Ron and Peg to incorporate into the document. Commissioner Peerbolte motioned, and Commissioner Carmine seconded, that approval of the Art Policy document be tabled for further editing. A motion was made by Greg Peerbolte, seconded by Lori Carmine, to table COUNCIL MEMO #TMP-6662: Draft Public Art Policy. The motion carried by the following vote: Aye: Carmine, Gorder, Simpson Jr, Stoiber, Romero, Alvarado, Wright, Franks-Tapley, Peerbolte, Grotovsky and Summers Absent: Adamowski, Wheeler, Logan and Posley Page 2 of 4 Arts Commission Meeting Minutes - Final November 15, 2023 C. Scheduling of a December Meeting Commissioner Simpson motioned, and Commissioner Carmine seconded, that the Commission deviate from the agenda to discuss New or Old Business, Not for Final Action or Recommendation. The motion carried unanimously. Commissioner Peerbolte stated that he didn't think the Poet Laureate document needed to go back to the Commission for another review. Therefore, a meeting in December was not necessary. 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Presentation from WriteOn A presentation was not provided at the November meeting. It is possible a presentation would be given at the January meeting. B. Subcommittee Reports i. Bylaws None. ii. Events Commissioner Gorder provided an overview of the Poet Laureate project and scheduled rollout. Commissioner Peerbolte made a motion to continue pursuit of the Laureate project, pending further staff review. The motion was seconded by Commissioner Simpson and passed unanimously. Commissioner Gorder also provided an overview of the Arts Corridor project and the long-term planning for a potential pop-up art gallery. Commissioner Peerbolte mentioned that the Canal Corridor Congress is looking for partners for potential projects for the 175th anniversary of the I&M Canal. iii. Funding None. iv.
