ROLL CALL The meeting was called to order at 5:14 P.M. Present Lori Carmine, Eric Gorder, John Simpson Jr, Ron Romero, Giovanni Alvarado, Ellis Wright, Donna Franks-Tapley, Tom Grotovsky and Deborah Summers Absent Quinn Adamowski, Peg (Marguerite) Stoiber, David Wheeler, Greg Peerbolte, Vince Logan and Lonnie Posley 2. APPROVAL OF MINUTES Meeting Minutes - January 17, 2024 TMP-7036 Attachments: Meeting Minutes - Jan 2024 - Full Arts Commission A motion was made by Tom Grotovsky, seconded by Lori Carmine, to approve COUNCIL MEMO #TMP-7036: Meeting Minutes - January 17, 2024. The motion carried by the following vote: Aye: Carmine, Gorder, Simpson Jr, Romero, Alvarado, Wright, Franks-Tapley, Grotovsky and Summers Absent: Adamowski, Stoiber, Wheeler, Peerbolte, Logan and Posley 3. CITIZENS TO BE HEARD ON AGENDA ITEMS None. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. City Square Sculpture RFP Staff Liaison Heitner provided an update on the issuance of the City Square Sculpture RFP . Heitner stated he would try to coordinate a formal press release for the RFP, but that it's active on the bid portion of the City website, and that the RFP has been posted to three separate public art bidding websites. Heitner also reported that there has been early interest in the opportunity. B. Poet Laureate RFQ Staff Liaison Heitner confirmed that he would work with City staff to issue a formal press release, but that the RFQ for the Poet Laureate position has been posted to the bid portion of the City's website. Commissioner Carmine stated that the RFQ opportunity is also nested within the City's website under the Arts and Events heading. Appointment of Commissioners to Subcommittees A motion was made by John Simpson, Jr, seconded by Lori Carmine, to approve the appointment of Tom Grotovsky to the Bylaws and Events Subcommittees, Lori Carmine to the Bylaws and Vision Subcommittees, and Ellis Wright to the Vision Subcommittee. The motion carried by the following vote: Aye: Carmine, Gorder, Simpson Jr, Romero, Alvarado, Wright, Franks-Tapley, Grotovsky and Summers Absent: Adamowski, Stoiber, Wheeler, Peerbolte, Logan and Posley B. Update on IAC Changes Staff Liaison Heitner provided an update of the IAC structural changes and how the GOS grant is affected. Commissioners Romero and Simpson also participated in the IAC webinar from 02/21/2024. Commissioner Romero added that arts community projects need to be outlined for future grant awards. Romero stated that more planning is needed before grants are pursued. Commissioner Simpson mentioned that Councilwoman Ibarra noted that there are two potential mural opportunities with the Bicentennial Bluffs Neighborhood Association and St. Vincent DePaul. Commissioner Simpson asked about potential conflicts of interest with seeking funding for certain projects. Commissioner Romero responded by saying that the composition of the Commission allows for those directly involved with other entities that might partner with the Arts Commission to recuse themselves from certain items. 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Presentation from WriteOn A motion was made by Simpson and seconded by Alvarado to move agenda item 6A "Presentation from WriteOn" to be heard after "Citizens to be Heard on Agenda Items". The motion carried by a vote of 9-0. Denise Baran-Unland from WriteOn Joliet provided an overview of the organization's work enhancing the literary arts with Joliet. The Commission agreed to work with WriteOn to pursue potential partnership opportunities in the future. B. Subcommittee Reports Page 2 of 4 Arts Commission Meeting Minutes - Final February 21, 2024 i. Bylaws No report, other than new members. ii. Events Staff Liaison Heitner stated that he will try to schedule a meeting with the Events Subcommittee soon. The Subcommittee members acknowledged that a 4:30 start time might be preferable. Commissioner Grotovsky asked about how the Arts Commission might be involved with events like "Follow Your Art" in the future. Commissioner Romero acknowledged that there might be some outreach to the local arts community that is needed to help coordinate planning of these sort of collectively beneficial events in the future. Romero stated that Arts Commissioners should be showing up and championing those kind of events. Commissioner Franks-Tapley added that there seems to be a disconnect between the Arts Commission and arts community. Romero suggested scheduling two meetings per year with the Arts Movement to go over schedules and projects. a. Poet Laureate Selection Panel b. Pop-Up Art Gallery iii. Funding Commissioner Romero stated that there was no update, but that the group will need to meet soon. iv. Public Art and Policy Staff Liaison Heitner provided an overview of the dynamic between having a short-term Arts Policy versus a Public Art Master Plan, which would be a long-term plan that would be written by a consultant. Commissioner Romero added that having an Arts Policy as a component of the Public Art Master Plan was considered by the Public Art & Policy Subcommittee. a. Public Art Policy and Public Art Master Plan Draft Public Art Policy TMP-7041 Attachments: Public Arts Policy draft 1_RH.edits Public Art Master Plan Report TMP-7042 Attachments: Public Art Master Planning for Municipal Governments_ Core Components and Common Practices b. Community Policing Sculpture Staff Liaison Heitner explained that the sculpture repair would mostly be grant eligible and that initial estimates show that the completion of all work would be over $13,000. Heitner stated that due to the need to finish the project by August, staff will likely take an administrative lead to complete the project. It is unknown whether funds will be drawn from the GOS grant fund or Art Maintenance fund. Commissioner Franks-Tapley asked if construction components could be charged elsewhere instead of through Art Maintenance or Page 3 of 4 Arts Commission Meeting Minutes - Final February 21, 2024 the GOS funds. v. Vision Commissioner Romero added that the Vision Subcommittee soon. 7. PUBLIC COMMENT None.
