ROLL CALL The meeting was called to order at 5:00 p.m. Present Eric Gorder, John Simpson Jr, Ron Romero, Donna Franks-Tapley, Tom Grotovsky and Deborah Summers Absent Peg (Marguerite) Stoiber, Ellis Wright and Vince Logan 2. APPROVAL OF MINUTES Attachments: Minutes_Arts Commission_Feb 2024 A motion was made by Tom Grotovsky, seconded by Eric Gorder, to approve COUNCIL MEMO #TMP-7324: Meeting Minutes - February 21, 2024. The motion carried by the following vote: Aye: Gorder, Simpson Jr, Romero, Franks-Tapley, Grotovsky and Summers Absent: Stoiber, Wright and Logan 3. CITIZENS TO BE HEARD ON AGENDA ITEMS None. This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS None. 5. NEW BUSINESS A. Election of Vice-Chair Motion made by Ron Romero, seconded by John Simpson to appoint Tom Grotovsky as Vice-Chair of the Arts Commission. The motion carried by the following vote: Aye: Gorder, Simpson Jr, Romero, Franks-Tapley and Summers Absent: Stoiber, Wright and Logan Abstain: Grotovsky B. Formulation of the City Square Sculpture Initial Review Committee Staff Liaison Heitner provided an overview of the need for an Initial Review Committee for the City Square Sculpture. Heitner also provided a brief update on the project. Page 1 of 3 Arts Commission Meeting Minutes - Final-revised May 15, 2024 A motion was made by John Simpson, and seconded by Tom Grotovsky, to appoint Eric Gorder and Donna Franks-Tapley to the City Square Sculpture Initial Review Committee. The motion carried by the following vote: Aye: Gorder, Simpson Jr, Romero, Franks-Tapley, Grotovsky and Summers Absent: Stoiber, Wright and Logan Attachments: City Square Sculpture RFP C. Review and Selection of WriteOn Joliet Proposals Attachments: Combined WriteOn Attachments for 05.15.2024 The Commission decided that it needed more time to consider whether it should purchase books from WriteOn. The Commission discussed the complication of contributing grant funds to certain organizations and not others without a clear regranting process established. A motion to table the consideration of proposals was made by John Simpson and seconded by Donna Franks-Tapley. The motion carried by the following vote: Aye: Gorder, Simpson Jr, Romero, Franks-Tapley, Grotovsky and Summers Absent: Stoiber, Wright and Logan D. Presentation of Projected Grant Funds Staff Liaison Heitner provided an overview of the anticipated expenditure of IAC FY2024 GOS grant funds. E. Selection of Potential Projects for the Remaining FY2024 IAC Funds Chairman Romero introduced the idea of working with the City Center Partnership to decorate utility boxes around Downtown Joliet. Staff Liaison Heitner stated he would need to confirm with the IAC and the City's Grants Coordinator whether grant monies could be used for the project. Heitner said he would report back by the next meeting. 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION A. Discussion of New Commission Structure and Subcommittees Staff Liaison Heitner and Chairman Romero provided a background on the decision to change the number of Commissioners. The Commission then recommended that the next meeting contain an item to remove subcommittees from the Commission structure. B. Update on the Poet Laureate Reading Event Staff Liaison Heitner provided an overview of the Poet Laureate public reading event . Several Commissioners volunteered to assist with the event the following evening. Page 2 of 3 Arts Commission Meeting Minutes - Final-revised May 15, 2024 Attachments: Poet Laureate RFQ C. Update on the Community Policing Sculpture Project Staff Liaison Heitner provided an update on the Community Policing Sculpture project. Heitner stated that City staff have selected a suitable location for the relocated sculpture and that staff is working with Dante DiBartolo to refurbish the sculpture. Heitner stated that the goal is to have the sculpture completed on the site by August 1. Attachments: Mikan and Policing Sculpture Workplan D. Update on the George Mikan Sculpture Project Staff Liaison Heitner explained the George Mikan sculpture relocation, and that the City expressed a desire to work with St. Mary Nativity Church to relocate the sculpture to its property. Heitner stated that there is an urgency to complete the project by mid-June, and that there will likely be an opportunity for the Arts Commission to work with the Church to market the rededication ceremony. Discussion on Potential Social Media Platforms for the Arts Commission Staff Liaison Heitner stated that he has not had time to discuss the development of social media platforms with other City staff, but that he would try to arrange a meeting to discuss options for social media activation soon. 7.
