Meeting Minutes - Final April 21, 2021
Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

APPROVAL OF MINUTES
A motion was made by Stoiber, seconded by Gorder, that the April 8, 2021 meeting minutes
be approved. The motion carried unanimously.

CITIZENS TO BE HEARD ON AGENDA ITEMS
Christine Nordstrom, owner of the Strange and Unusual Gallery addressed the subcommittee
concerning the existing murals.

Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda, except for
items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes.

OLD BUSINESS
Discussion of Established Murals
Chairman Adamowski recaps the discussion at hand and how the subcommittee has gone
about reviewing the condition of the existing murals.
Discussion of Condition of First Set of Murals
Each commissioner commented broadly on the status of each set of murals they were
assigned. All commissioners noted that exposure to the elements and the surface the
mural was created on were significant factors for their current condition. All noted there
was very little graffiti present and some had been touched up. Many murals were almost
completely worn or peeling away. The subcommittee concludes that a lack of maintenance
policy is an issue.

Discussion of Second Set of Murals to Review
The subcommittee discusses a second grouping of murals not found in the Great Walls
book that also nee to be assessed and considered by the subcommittee.
Committee Member Assignments of Assessments
The second set of murals has been color coded by their location and the subcommittee
goes about splitting up the murals for review by the next meeting using the same criteria
as the first set.
Recommendation of Non-Voting Subcommittee Members
The subcommittee has a discussion about non-voting members including how many they
might consider appointing depending on their future needs and projects as assigned . There is
one name they will bring forward to the commission for appointment at a future date .

RECOMMENDATION
Eric Gorder brings up potential funding sources discovered during his research and the
subcommittee agrees to pass this information on to the Funding subcommittee.
Chairman Adamowski references the 101 public comments received online betweenMarch 23
and April 21, 2021 and suggests the comments be broken into categories depending on their
topic. Deb Summers agrees to categorize these comments for easier consideration.
The subcommittee agrees they will plan to meet again on Thursday, May 6 and Wednesday,
May 19, 2021.

A motion was made by Stoiber, seconded by Gorder, that the April 21, 2021 meeting be
adjourned. The motion carried unanimously.
