ROLL CALL The meeting was called to order at 4:05 P.M. Non-voting Commissioner Dante DiBartolo was also present. Present Deborah Summers, Eric Gorder and Quinn Adamowski Excused Peg (Marguerite) Stoiber 2. APPROVAL OF MINUTES Attachments: 1640_M_Arts_Commission_-_Arts_Incubation_Subcommitte e_22-07-20_Meeting_Minutes A motion was made by Eric Gorder, seconded by Deborah Summers, to approve COUNCIL MEMO #TMP-5247: Arts Incubation Meeting Minutes, July 20, 2022. The motion carried by the following vote: Aye: Summers, Gorder and Adamowski Excused: Stoiber 3. NEW BUSINESS 5. OLD BUSINESS A. Discussion: Development of a Public Art Policy Commissioner Adamowski began discussion on the Commission's pursuit of formalizing a Public Arts Policy for the City of Joliet. Adamowski began by framing the City's need for such a policy/plan and encouraged the Commission to emulate Elgin's comprehensive plan for Arts policy. The Committee then began reviewing Elgin's plan. Adamowski mentioned that the Commission's budget of roughly $20,000 per year, mostly through various grants, should be expected going forward. Commissioner DiBartolo provided an overview of the Friends of Public Art database. The goal would be to combine the Friends of Public Art database with the existing mural and sculpture inventory that has been taken by the Commission in previous years to create an initial inventory of public art throughout the city. Staff liaison Heitner confirmed that such a database could eventually be displayed publicly on the City's GIS. Discussion continued as to who would host the artists database. It's possible that the Innovation Subcommittee would host the database as a marketing resource . Discussion continued on the matter of requiring a "Call for Proposals" versus a "Call for Qualifications". Commissioner DiBartolo commented that some artists do not want to put in the time for a Call for Proposals if it involves a lot of time and effort without any guarantee of work. . The Committee agreed that certain projects may call for RFQ versus RFP and that the Page 1 of 2 Arts Commission - Arts Incubation Meeting Subcommittee Minutes - Pending Approval February 15, 2023 themed, not-themed, and site specific criteria set forth by Elgin would be good to carry over to Joliet's policy. Discussion continued on who would be the reviewing entity for proposals. Commissioner Gorder suggested forming an application Committee that could be comprised of individuals from several different groups within the City. Staff liaison Heitner mentioned that he would confirm the project dollar amount that would be required to have a public art piece approved by the City Council. It was speculated that this amount might be $20,000. Additional discussion revolved around having the Commission evaluate project aesthetics versus City staff or the City Council, who might be more apt to evaluate project viability and finances. Commissioner DiBartolo praised Elgin's scoring rubric and evaluative criteria for submissions. The Commission agreed to continue reviewing Elgin's Plan during its next meeting. 6.
