ROLL CALL The meeting was called to order at 5:00 p.m. Motion by Carmine seconded by Simpson to elect Eric Gorder as temporary chair of the Events Subcommittee. The motion carried 5-0. Present John Simpson Jr, Ellis Wright, Lori Carmine, David Wheeler and Eric Gorder Absent Donna Franks-Tapley and Giovanni Alvarado 2. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 3. OLD BUSINESS 4. NEW BUSINESS A. Appointment of Events Subcommittee Chair Motion by Carmine, seconded by Wright to nominate Eric Gorder as the Events Subcommittee Chair. Voting aye was Carmine, Simpson, Wheeler, Wright, Gorder. The motion carried by a vote of 5-0. B. Subcommittee Goals Carmine began discussion by suggesting potential events such as an artwalk or banquet to recognize the arts. Staff liaison Heitner commented that the Events Subcommittee can also work to promote smaller arts oriented events that are already scheduled through either the City's website or various social media platforms. Simpson asked how the Commission can accept money. Carmine clarified the Commission can accept grants and sponsorships but not donations. Gorder asked if there are existing guidelines that define what the Events Subcommittee does a subcommittee. Commissioners then discussed how this subcommittee would interact with other partner agencies like the Art Movements and City Center Partnership to plan a Downtown artwalk. Heitner suggested that the existing Bylaws likely contain goals and objectives that the Events Subcommittee could look to incorporate into a central mission statement. Simpson asked if there are other cities with comparable arts commissions Joliet could emulate. Heitner and Wright said they would follow up with more context on this next meeting. Carmine read applicable components of the Bylaws that would apply as goals for the Events Subcommittee. C. Scheduling of Next Meeting Page 1 of 2 Arts Commission -Events Subcommittee Meeting Minutes - Final-revised August 9, 2023 The Subcommittee decided to schedule its next meeting for Wednesday Sept. 13th at 4 p.m. This meeting was later rescheduled to Sept. 20th at 4 p.m. 5. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION 6. PUBLIC COMMENT Ron Romero suggested the following goals - create events, seek events from other organizations within the city, recommend to the Funding Subcommittee what monies might be needed to accomplish various events, promoting arts-related events throughout the city, connecting sponsors to various events.
