2. APPROVAL OF MINUTES

A motion was made by John Simpson, Jr, seconded by David Wheeler, to
approve the Meeting Minutes for August 9, 2023. The motion carried by the
following vote:
Aye: Simpson Jr, Wright, Carmine and Wheeler
Absent: Franks-Tapley, Alvarado and Gorder

4. OLD BUSINESS
A. Subcommittee Goals
Staff liaison Heitner asked the Subcommittee to continue exploring goals for further
discussion.
Commissioner Carmine mentioned that the Subcommittee should research the "Municipalities
in Arts Councils" webpage to further explore how arts commissions partner with local arts
organizations.
Carmine also discussed the possibility of adding a poet or playwright laureate for the City in
the future. Another idea was an artist corridor partnership where an artist's work could be
displayed for 1-2 months at a public place (library, City Hall, etc.).
Commissioner Simpson asked where the "Ready to Rock" monies will go? Discussion
ensued, and it was surmised that Ready to Rock funds will likely go back to the City Center
Partnership.
Commissioner Gorder entered the meeting at 4:16 p.m.
The Subcommittee discussed the structure for a potential ArtWalk event, with San Antonio as

a potential model.
Commissioner Gorder mentioned that artists could potentially apply art to vacant window
skins, or that the City could pursue pop-up art galleries at certain vacant/underutilized
locations around Downtown. Heitner stated that he would like to explore the use of pop-up
galleries more, but that potential locations would need to be further explored, as well as ideas
to finance each gallery.

Heitner reported on the Illinois APA Conference and his discussion with other artists and
Geneva's peer Arts Commission Chair.

A motion was made by Lori Carmine, seconded by David Wheeler, to adjourn the meeting at
4:41 p.m. The motion carried by the following vote:
Aye: Simpson Jr, Wright, Carmine, Wheeler and Gorder
Absent: Franks-Tapley and Alvarado
