1. ROLL CALL
The meeting was called to order at 4:10 p.m. on Wednesday, September 6, 2023.
New Funding Subcommittee member Greg Peerbolte was in attendance, in addition to
Commissioners Romero, Wright, and Carmine.
Present Ron Romero, Ellis Wright, Lori Carmine and Greg Peerbolte
Absent Lonnie Posley, Deborah Summers and Donna Franks-Tapley
2. APPROVAL OF MINUTES

A motion was made by Lori Carmine, seconded by Ellis Wright, to approve the
Meeting Minutes for August 2, 2023.. The motion carried by the following vote:
Aye: Romero, Wright, Carmine and Peerbolte
Absent: Posley, Summers and Franks-Tapley
3. CITIZENS TO BE HEARD ON AGENDA ITEMS
This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a
question and answer period and staff, and the Commission members do not generally respond to public comments. The
City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the
harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.
4. OLD BUSINESS
A. Update on IACA GOS FY2023 Grant
Staff liaison Heitner provided an update on the IACA GOS FY2023 grant report, noting that
expenditure of funds will go toward the Commission's staff liaison salary.
Heitner mentioned that staff is still working on the IACA GOS FY2023 grant report.
Peerbolte motioned and Romero seconded, that the Funding Subcommittee recommend the
full Commission approve the revised staff reporting plan to expend the IACA GOS FY23 grant
dollars toward staff salary.
B. Update on IACA GOS FY2024 Grant
Heitner mentioned that the City is still awaiting receipt of the FY2024 Agreement and
subsequent release of funds.
Romero inquired about the structure for FY24 grant expenditures. Carmine stated that its the
Funding Subcommittee's responsibility to focus on finding funding, and not necessarily
choosing projects.

Peerbolte asked if clarity could be provided on potential conflicts of interest between member
groups within the Commission and future advocating for certain projects.
Heitner said he would follow up with the City's legal position on member conflicts of interest.
C. Subcommittee Goals
i. Reporting and Budgets
The subcommittee discussed creating a template for what would and would not be funded by
the Commission in the future. Carmine and Wright will begin work on this project.
ii. Strategic Plan
Carmine stated that this goal should be focused on the creation of a five-year funding plan .
iii. Future Funding Sources
The subcommittee will continue to work toward researching potential future funding
opportunities.
a) FY24 Rebuild Illinois Cultural Capital Planning Grant
Peerbolte discussed the City potentially pursuing the grant to hire a consultant to perform
a study on potential future areas where artistic lighting could be implemented. Peerbolte
stated that he would begin the grant writing process, pending further staff approval and
approval of the Arts Commission.
D. Art Assets Database
Heitner stated that he is still in the process of collecting arts database information.
5. NEW BUSINESS
A. Scheduling of Next Meeting
The Subcommittee agreed to continue meeting the first Wednesday of each month at 4 p.m.
