ROLL CALL The meeting was called to order at 4:00 p.m. on Wednesday, October 11, 2023. Present Ron Romero, Deborah Summers, Donna Franks-Tapley, Ellis Wright, Lori Carmine and Greg Peerbolte Absent Lonnie Posley 2. APPROVAL OF MINUTES Attachments: Funding Subcommittee Meeting Minutes_09.06.2023 A motion was made by Lori Carmine, seconded by Ellis Wright, to approve COUNCIL MEMO #TMP-6491: Meeting Minutes - September 6, 2023. The motion carried by the following vote: Aye: Romero, Summers, Franks-Tapley, Wright, Carmine and Peerbolte Absent: Posley 3. CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Commission members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. 4. OLD BUSINESS A. Subcommittee Goals i. Reporting and Budgets Staff liaison Heitner stated that the IACA monies have a dedicated line within the City budget, but that the City is still awaiting receipt of the FY24 IACA GOS grant funds. ii. Strategic Plan Commissioner Carmine provided an overview of the Culturart program with San Antonio and the Urbana arts grants program as potential templates for the Joliet Arts Commission going forward. Carmine stated that she would begin writing a document for solicitation of artwork for the FY24 IACA GOS grant funds. The Subcommittee supported this action. iii. Future Funding Sources a) FY24 Rebuild Illinois Cultural Capital Planning Grant Update Heitner stated that he has put forth a request to have authorization of the Cultural Capital Page 1 of 2 Arts Commission - Funding Subcommittee Meeting Minutes - Final October 11, 2023 Planning Grant on the City Council agenda. Commissioner Romero asked if an estimate for the feasibility study scope of work was needed. Commissioner Peerbolte stated this was likely not necessary at this time. It was later decided that Council approval was not necessary from senior City staff. 5. NEW BUSINESS A. Scheduling of Next Meeting The Subcommittee agreed to meet next on Wednesday, November 8, at 4:00 p.m. 6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Commissioner Carmine discussed a survey of local artists from the Cultuart program. Commissioner Romero agreed that reengaging with local artists is important and should be an area of focus in the coming year. 7.
