City of Joliet 150 West Jefferson Street Joliet, IL 60432 Meeting Minutes Monday, May 10, 2021 5:00 PM City Hall, Council Chambers Board of Fire and Police Commissioners Commission Members Chairman Todd Wooten Secretary Brad Price Quinn Adamowski Craig Purchase Rosa Hernandez Board of Fire and Police Commissioners Meeting Minutes May 10, 2021 Page 1 of 1 Board of Fire and Police Commissioners Meeting Minutes May 10, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL APPROVAL OF MINUTES TMP-1575 Attachments: Meeting Minutes 4-7-21 Meeting Minutes 4-22-2021 CITIZENS TO BE HEARD ON AGENDA ITEMS City Manager Jim Capparelli stated that he unintentionally gave the Board the wrong letter from JPD on Officer Richard Olson. The Board asked to see the amended letter and it was provided. NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Board of Fire and Police Commissioners do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Board of Fire and Police Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. SECRETARY’S REPORT Secretary Brad Price read the following into the record. JOLIET POLICE DEPARTMENT PROMOTIONS Sergeant Darren Prochaska to Lieutenant Prochaska Officer Richard Olson, Jr. to Sergeant Olson Officer Christopher D'Arcy to Sergeant D'Arcy D/C Sherrie Blackburn read Chief Malec's recommendation letter for Darren Prochaska. Motion to approve Darren Prochaska to Lieutenant made by Wooten, seconded by Purchase . Motion was unanimously approved. D/C Blackburn next read Chief Malec's updated recommendation letter for Richard Olson, Jr. the Board had not seen this version of the recommendation letter and copies were provided to them. Chairman Wooten then polled the Board to see if they wanted to enter a closed session prior to voting on Richard Olson, Jr. promotion. The Board voted unanimously to enter closed session. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION None EXECUTIVE SESSION Upon returning from closed session, it was the unanimous decision of the Board to table Richard Olson, Jr. promotion until further details were made available to them. It was also noted that the promotion of Christopher D'arcy must be tabled since he is below Richard Olson, Jr. on the Promotion List. ADJOURNMENT Purchase moved to adjourn. Seconded by Price.
