In order to adhere to social distancing guidelines, the capacity in Council Chambers will remain at 18 members of the public. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER ROLL CALL Present Brad Price, Craig Purchase, Todd Wooten and Rosa Hernandez Absent Quinn Adamowski CITIZENS TO BE HEARD ON AGENDA ITEMS City Manager Jim Capparelli spoke in favor of Officer D'Arcy and Officer Olsen being promoted to the rank of Police sergeant. John Williams spoke in favor of promoting Officer Olsen to the rank of Police sergeant. Peter Van Gessel spoke in favor of promoting Officer Olsen to the rank of Police sergeant . Shana Wendt spoke in favor of promoting Officer Olsen to the rank of Police sergeant . Secretary Price acknowledged the Board and received two letters regarding today's agenda item. Page 1 of 3 Board of Fire and Police Commissioners Meeting Minutes May 18, 2021 JOLIET POLICE DEPARTMENT PROMOTIONS Officer Richard Olson, Jr. to Sergeant Olson Officer Christopher D'Arcy to Sergeant D'Arcy Deputy Chief Blackburn spoke on behalf of Chief Malec - reviewed Mr. Olsen's career accolades and discipline and sees no reason to not promote ChairmanWooten recommended for promotional denial. Commissioner Purchase seconded the motion. Commissioner Purchase stated his reason for denial as leaving the scene of an accident . Secretary Price stated his reason for denial: felt Mr. Olsen displayed shortcomings in accountability, judgment and decision making. Chairman Wooten his reason for denial as the severity of the discipline and the seriousness of the charges. Aye: Price, Purchase and Wooten Nay: Hernandez Absent: Adamowski JOLIET POLICE DEPARTMENT PROMOTIONS Deputy Chief Blackburn spoke on behalf of Chief Malec - reviewed Mr. D'Arcy's career accolades and discipline and sees no reason to not promote Chairman Wooten recommended for approval to promote Christopher D'Arcy to Sergeant.
