Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce &
Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting
to 50 people or less (Council Chambers allows for 18 members of the public) while adhering
to social distancing guidelines. During meetings, any member of the public physically present
in the Council Chambers in excess of the limit will be asked to wait in another room with live
feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.

Riverwalk Homes Update - Greg Blaskey, Fire Chief
Fire Chief Greg Blaskey gave an update on a recent fire at Riverwalk Homes.
Brian McDaniel with the Red Cross gave a brief explanation of the Red Cross's
coordinated response efforts due to the fire at Riverwalk Homes.
Mayor O'Dekirk thanked Mr. McDaniel and the Red Cross for all their efforts.
Peter Holsten, President of Holsten Management Corporation, gave a brief
report concerning damage from the fire and the return of residents to River Walk
Homes.

Kendall Jackson, Director of Community Development, brief discussed the
proposal of a comprehensive program to include all rental properties.
A brief discussion was held regarding the enforcement of the current rental
program and the lack of staffing and current number of units.
Councilwoman Quillman affirmed this item is a policy change and expressed it is
needed to protect renters.
Councilman Mudron discussed the need for a good business plan and budget .

Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce &
Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting
to 50 people or less (Council Chambers allows for 18 members of the public) while adhering
to social distancing guidelines. During meetings, any member of the public physically present
in the Council Chambers in excess of the limit will be asked to wait in another room with live
feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is
recommended that any individual appearing in-person wear a face-covering to cover their
nose and mouth.
