Desiderio City Council Meeting Meeting Minutes - Final October 6, 2020 Page 1 of 1 City Council Meeting Meeting Minutes - Final October 6, 2020 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public)while adhering to social distancing guidelines.During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. NEW BUSINESS (Not for Final Action or Recommendation): Councilman Hug briefly discuss body cameras for the Joliet Police Department. A lengthy discussion was held regarding the City's policy and procedure for the vacation/closure of alleys and having it vetted at the committee level. Johnathon Marquardt spoke in favor of police reform and regarding the Eric Lurry case . Christina Beal spoke in favor of police reform. Suzanna Ibarra spoke in favor of police reform. Vicky Asbury spoke in favor of police reform. Cesar Guerrero spoke in favor of police reform. Megan Cooper spoke regarding the City's financial position and development on Joliet's south side. John Gerl requested the City consider covering the cost of WiFi access for the Book and Bean Cafe in the Joliet Library Black Road Branch in the budget. MAYOR AND COUNCIL COMMENTS: Councilwoman Quillman highlighted Breast Cancer Awareness Month and asked women to get checked. She also highlighted the Fire Department Award Ceremony for firefighter of the year at Jacob Henry Mansion. Councilwoman Reardon honored the passing of James E. Smith. Councilwoman Gavin thanked Congressman Foster and State Representative Connor for taking her call regarding the grant for body cameras. She also thanked Commissioner Mays for his quick response to a grass cutting request. Mayor O'Dekirk also expressed his condolences to James Smith's family.
