A lengthy discussion was held regarding the City's policy and procedure for the vacation/closure of alleys and having it vetted at the committee level. John Gerl requested the City consider covering the cost of WiFi access for the Book and Bean Cafe in the Joliet Library Black Road Branch in the budget. MAYOR AND COUNCIL COMMENTS: Councilwoman Quillman highlighted Breast Cancer Awareness Month and asked women to get checked. She also highlighted the Fire Department Award Ceremony for firefighter of the year at Jacob Henry Mansion. Councilwoman Reardon honored the passing of James E. Smith. Councilwoman Gavin thanked Congressman Foster and State Representative Connor for taking her call regarding the grant for body cameras. She also thanked Commissioner Mays for his quick response to a grass cutting request. Mayor O'Dekirk also expressed his condolences to James Smith's family.
