Desiderio City Council Meeting Meeting Minutes - Final November 17, 2020 Page 1 of 1 City Council Meeting Meeting Minutes - Final November 17, 2020 The Governor’s Office and the Illinois Department of Public Health activated a Tier 2 mitigation plan for Region 7 (Will and Kankakee Counties), Region 8 (DuPage and Kane Counties) and Region 5 (Southern Illinois), effective Wednesday, November 11, 2020. The new mitigation plan limits in-person meetings to 10 people. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. INVOCATION: Brother Ed Arambasich, St. John the Baptist Catholic Church, 404 N. Hug, to approve the reappointments of Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Kevin Heinemann, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall, and Greg Peerbolte (non-voting) to the Historic Preservation Commission. Councilwoman Quillman explained the reason the Professional Services Agreement for Development of a Historic Design Guidelines Manual did not go before the Land Use and Legislative Committee. Turk Absent: Councilman Don "Duck" Dickinson CITY MANAGER: The Interim City Manager discussed the closing of City Hall on Friday due to the rising cases of COVID-19 at City Hall. A brief discussion was held regarding the closure of City Hall. NEW BUSINESS (Not for Final Action or Recommendation): In response to Councilman Mudron's question, Interim City Manager Jim Hock informed the Council he would be following up on the permanent filling of the City Manager position. Mayor O'Dekirk briefly discussed setting up Zoom calls for those Councilmembers unable to attend the meetings. He also discussed the phone conversation with the Governor's office concerning COVID-19 and the City's role regarding the closing of bars and restaurants. Inspector General Chris Regis informed Council the City does not have any Ordinances to address the City's involvement in enforcing the mitigated closures by the governor. Jerry Hervey spoke regarding various police investigations. MAYOR AND COUNCIL COMMENTS: Councilwoman Quillman briefly discussed the installation of dash cams in all the police squad cars. Councilman Mudron asked everyone to stay save during the pandemic. Councilwoman Gavin thanked everyone for the prayers for her family for recovery from COVID. Councilman Turk thanked everyone for the prayers for his family for recovery from COVID. Councilwoman Quillman wished everyone a Happy Thanksgiving and asked everyone to practice safety during the pandemic. Mayor O'Dekirk wished Councilwoman Gavin and Councilman Turk a speedy recovery. Mayor O'Dekirk highlighted the ribbon cutting for the opening of Chicago Street and working with the County Board for the betterment of the City. The Mayor credited this Council, former elected officials, and staff for managing the City effectively and creating the strong fund balance available for a time like this with the pandemic. He reiterated his opposition to the gas tax passage earlier this year due to the City's success in economic development.
