The Governor’s Office and the Illinois Department of Public Health has activated a Tier 1 mitigation plan for Region 7 (Will
and Kankakee Counties). Tier 1 limits in-person meetings to 25 people or 25% of overall room capacity (whichever is less).
Council Chambers allows for 10 members of the public while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

Mayor O'Dekirk thanked the Slammers for their efforts during COVID and their

CITY MANAGER:
The City Manager discussed improving City communication with citizens.
NEW BUSINESS (Not for Final Action or Recommendation):
A brief discussion was held regarding the police tasers' contract, federal and state grants and
as well as other funding for body cameras, reopening of Bicentennial Park, and snow
removal.
Councilman Lande thanked City crews for snow removal of the worst snow storm in six years.
He also thanked Allison Swisher for her communication with the water main break.
Mayor O'Dekirk concurred with Councilman Lande's comments concerning the snow removal.
He also discussed the City's snow parking ban ordinance.
PUBLIC COMMENTS:
Cesar Guerrero spoke regarding the City's emergency alert system - Everbridge.

Jerry Hervey spoke regarding Joliet Police Sergeant Javier Esqueda.
Suzanna Ibarra regarding the Citizen Community Review Board.
Jonathon Marquardt spoke regarding support of body cameras.

MAYOR AND COUNCIL COMMENTS:
Councilwoman Quillman highlighted COVID-19 vaccines given at Joliet West High School and
the involvement of the Joliet Fire Department.
Councilman Lande honored two fallen FBI agents during an assignment in Florida .
Councilwoman Reardon echoed Councilwoman Quillman's comments and thanked her for
volunteering her time to administer the COVID vaccines.
Councilwoman Gavin thanked those who participate in the City's program to remove snow for
senior citizens.
Mayor O'Dekirk also highlighted the snow removal program and asked for more to be invested
in the program and he also thanked city crews for their work on snow removal and water main
break repairs over the weekend. He also thanked all those involved in putting together the
COVID vaccines at the high school.
