Desiderio City Council Meeting Meeting Minutes - Final March 16, 2021 Page 1 of 1 City Council Meeting Meeting Minutes - Final March 16, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. Hug, seconded by Councilwoman Jan Hallums Quillman, to appoint Councilman Turk to serve as Mayor Pro Tem for the term of April 1 - 30, 2021 and Councilwoman Gavin to serve as Mayor Pro Tem from May 1, 2021 - June 30, 2021. Turk Abstain: Mayor Robert O'Dekirk COUNCIL COMMITTEE REPORTS: Finance Councilman Turk gave a brief overview of the items discussed at the Tuesday, March 16, 2021 Finance Committee meeting. Land Use & Legislative Councilman Morris gave a brief overview of the items discussed at the Wednesday, March 10, 2021 Land Use and Legislative Committee meeting. Councilwoman Quillman briefly discussed the proposed ordinance amendment to change the time of the City Council meeting. A brief discussion was held regarding changing the time of the Council meeting to 5:30 p.m.; however, a consensus was reached to continue the Council Meetings at the current time of 6:30 p.m. A brief recess was held to investigate reports of poor connection with the cable television Page 2 of 13 City Council Meeting Meeting Minutes - Final March 16, 2021 stream of the Council meeting. Turk Abstain: Mayor Robert O'Dekirk CITY MANAGER: The City Manager briefly discussed the Jefferson Street bridge closure extended to October of 2021 by the Illinois Department of Transportation. A brief discussion was held regarding fabrication of parts for the movable bridge. Mayor O'Dekirk discussed a press conference scheduled for Friday afternoon March 19, 2021 with members of the local business community. He also briefly discussed the possibility of Cass Street becoming a two-way street. NEW BUSINESS (Not for Final Action or Recommendation): Councilwoman Gavin requested the closure of alleys item be brought back on the next agenda since the Land Use and Legislative Committee completed reviewing the ordinances . PUBLIC COMMENTS: No email comments were received. Jerry Hervey spoke regarding previous comments made by Councilwoman Gavin. Councilman Lande stated he believed Mr. Hervey misunderstood Councilwoman Gavin. NOTE: There is a new temporary procedure for public speaking. MAYOR AND COUNCIL COMMENTS: Councilman Hug thanked Deputy Fire Chief Jeff Carey for taking action on the administration of the COVID-19 vaccination at Joliet West High School. He also thanked Fire Chief Blaskey for allowing Deputy Chief Carey to do this full-time and taking over Jeff's responsibilities. Councilwoman Quillman highlighted Deputy Chief Carey receiving the Fireman of the Year Award and Police Officers of the Year Nicholas Giordano and Juan Santiago by the Ladies Auxiliary of the VFW. She also wished Norbert Zielinski a happy 100th birthday. Councilman Mudron also congratulated Deputy Chief Jeff Carey and Officers Nicholas Giordano and Juan Santiago for their recognition by the Auxiliary of the VFW . He wished everyone a happy St. Patrick's Day. Councilwoman Gavin wished everyone a happy St. Patrick's Day. Councilwoman Gavin stated Mr. Capparrelli was present in the hall when she addressed Mr. Hervey. She asked Mr. Page 12 of 13 City Council Meeting Meeting Minutes - Final March 16, 2021 Capparelli to confirm what she said to which Mr. Capparelli responded, "You said, shut your mouth" and he said that was the end of it. Mayor O'Dekirk wished everyone a happy St. Patrick's Day. He also congratulated Deputy Chief Jeff Carey and Officers Nicholas Giordano and Juan Santiago for their recognition by the Auxiliary of the VFW. Mayor O'Dekirk reported this week at Joliet West there as been 5,000 second doses and 2,300 first doses of the COVID-19 vaccines administered. He said he is giving the State of the City meeting on Monday, March 22, 2021. CLOSED SESSION: A motion was made by Councilman Hug, seconded by Councilwoman Gavin, to enter into closed session to discuss litigation.
